Parent/Child Educator – Early Head Start – Stevens County Job Summary

Eastern Washington University seeks a full‑time or part‑time Parent/Child Educator (PCE) for its Early Head Start program in Stevens County. PCEs are home visitors who engage parents and children to provide high‑quality Early Head Start services that promote children’s health, development, and learning in a home‑based setting.

Key Responsibilities
  • Plan, implement and document weekly home‑based services, ensuring comprehensive, integrated delivery.
  • Recruit and enroll eligible children, pregnant women and families into the program.
  • Plan and facilitate effective socialization experiences twice a month for pregnant women, infants and toddlers.
  • Document services in a timely and accurate manner in accordance with program systems, policies and practices.
  • Participate in supervision, professional development, training and multidisciplinary meetings and consultations.
  • Required Qualifications
  • Minimum of a home‑based CDA credential or an equivalent credential, or comparable coursework in an associate’s or bachelor’s degree.
  • Competence in planning and implementing home‑based learning experiences that meet the Head Start Early Learning Outcomes Framework for ages birth to five, including children with disabilities and dual language learners.
  • Ability to train and mentor others.
  • Proven teamwork skills and willingness to give and receive job‑related feedback.
  • Trauma‑informed approach with staff and families.
  • Pass all required health examinations, ongoing screenings and background checks.
  • Responsive and flexible approach supportive of the needs and universal access for all participants.
  • Preferred Qualifications
  • Associate’s, bachelor’s or master’s degree in Early Childhood Education, Human Services or a related field.
  • Team‑building and leadership skills.
  • Proficient with technology, including Outlook, Word and SharePoint.
  • Job Duties
    • Provide comprehensive early childhood health and developmental services to infants and toddlers in partnership with parents.
    • Plan and conduct 90‑minute weekly home visits using approved procedures, curriculum and materials.
    • Collaborate with parents to ensure a safe and healthy environment; make recommendations for improvements, referrals or CPS reports when necessary.
    • Establish family development and child development goals and document the process in partnership agreements.
    • Promote parental involvement in curriculum planning and program governance.
    • Educate parents about children’s health status, including medical follow‑up, nutrition, mental health and dental health.
    • Provide support and resources to families in crisis and conduct community resource referrals.
    • Implement program activities in alignment with the individualized system covering health, nutrition, mental health, disabilities and family services.
    • Recruit eligible infants, toddlers and pregnant women to fill vacancies.
    • Plan and facilitate small‑group socialization experiences as directed.
    • Provide on‑site child care during program rotations as scheduled.
    • Attend other PCE home visits and bring additional staff as directed.
    • Participate effectively in all program meetings, trainings, staffing sessions and community outreach.
    • Complete other related duties as assigned.
    Conditions of Employment

    Home visits are conducted in families’ homes across Spokane, Stevens, Northern Ferry and Pend Oreille counties. PCEs work from regional hubs in Colville and Newport. A personal vehicle is required; proof of insurance and a valid driver’s license is necessary. Mileage will be reimbursed at approved state rates.

    Other Requirements
  • Infant/Toddler CPR and First Aid Certificate within 30 days of hire.
  • TB Test within one year of hire.
  • Staff Health Exam prior to hire.
  • Valid Washington State driver’s license and private automotive insurance prior to hire.
  • Food Handler’s Permit within 30 days of hire.
  • HIV/Blood Borne Pathogens Training within 30 days of hire.
  • Provide 3 personal and 3 professional references prior to hire.
  • Complete all criminal background checks as required by 45 CFR Part 1302.90.
