Position: CAPTURE MANAGER

Overview

CAPTURE MANAGER at VSolvit – remote role with up to 25% travel. Base pay range: $/yr - $/yr
.

This position is 100% remote and may require travel approximately 25% of the time. It includes a compensation incentive plan based on new contracts won, contract profitability metrics, and continued employment  active Secret security clearance and US citizenship are required.

Job Summary

VSolvit is seeking a Capture Manager to lead capture planning, capture management, and client relationship building with responsibility to successfully capture new contracts and retain recompeted current contracts with the federal government. Primary customer base includes the Department of Defense (high emphasis on US Navy) with some selective civilian agency opportunities. The Capture Manager will assess future opportunities, develop a long-range opportunity pipeline, gather opportunity intelligence, position VSolvit with key client stakeholders, establish industry relationships with prospective teaming partners, support development of proposal win themes, and assist in the development of compelling proposals for VSolvit’s information technology services (including systems engineering, software development, cybersecurity/information assurance, Dev Sec Ops , Cloud, and C5

ISR IT services). The Capture Manager will collaborate with the Business Development team, proposal development, pricing, and IT subject matter experts in developing compelling proposal submissions.

Responsibilities

  • Identify, qualify and lead capture efforts for assigned opportunities and federal government clients
  • Gather opportunity and customer intelligence including pain points, differentiators, preferences, stakeholders, technical environment and influencers
  • Shape opportunities and position VSolvit to client decision makers
  • Gather and document competitor intelligence (incumbent contract holders, most likely competitors, SWOT analysis)
  • Determine VSolvit capability gap analysis, identify teaming opportunities, vet teaming partners, and negotiate teaming agreements
  • Develop and maintain an eighteen (18) month capture plan and pipeline for VSolvit’s Easter Region customers
  • Develop specific capture plans for approved opportunities from identification through proposal submission
  • Act as the customer during the proposal development phase, ensuring customer preferences, pain points, and decision points are reinforced in proposal submissions
  • Keep executive leadership informed of approved opportunities, new areas of opportunity, and escalate issues as required
  • Assign work tasks and supervise Capture Analyst and Market Research Analyst personnel

Basic Qualifications

  • Demonstrate a deep understanding of federal contracting opportunity assessment and capture requirements
  • Knowledge of VSolvit’s core clients including US Navy commands and other DoD organizations
  • Understanding of information technology services for Federal Government organizations (systems engineering, software development, information assurance, cloud services, data automation, data warehousing, BI)
  • 8+ years experience leading large captures with complex technical solutions, including bids for DoD and Civilian agencies ($20-100M range)
  • 8+ years experience in capture, strategic planning, partnering, proposal development, market analysis and price-to-win analysis
  • Experience developing sales and engagement materials (white papers, presentations, proposals)
  • Ability to manage multiple captures simultaneously and adapt to changing priorities
  • Ability to lead teams towards a common goal
  • Proficiency with Microsoft Office and Google Workspace
  • Ability to work in a fast-paced, deadline-driven environment
  • Active Secret security clearance required
  • United States Citizenship required
  • If applicable: post-employment ethics letter if previously employed by the U.S. government

Preferred Qualifications

  • Master's degree in accounting, business, finance, purchasing, economics, mathematics, or related field
  • Experience identifying subcontractors and teaming partners and negotiating teaming agreements
  • Experience in BD, capture management, and/or proposal management for the US Navy
  • Prior military experience
