The City of Marlborough’s Department of Public Works is seeking to fill the full-time (40 hours) position of Foreman in the Municipal Solid Waste/Resident Drop-Off Facility. This position reports on a daily basis to the Assistant Commissioner.
General Statement of
Duties and Responsibilities:
Oversight of the day-to-day operations of the MSW/Resident Drop Off Facility of the Department of Public Works. Under the direction of the Assistant Commissioner, the Foreman will direct, supervise and work with small crews normally ranging from 1-5 individuals of laborers and/or Facility Attendants. Provide advice and assistance in the solution of difficult or unusual work problems; supervise and direct the operations of the city-wide Municipal Solid Waste and Recycling Program and the operations of the Resident Drop Off Facility located at 860 Boston Post Road

- Supervise, direct and inspect the operation of a wide variety of both city-owned and hired, heavy and special motorized equipment required on specialized projects and for operations.
- Oversee the placement of all devices, insure the safety of crew personnel;
- Provide and review project oversight and inspection to ensure compliance with municipal solid waste and recycling instructions and that work is in conformance with accepted trade practices;
- Ensure that employees are in compliance with safety regulations and to enforce same;
- Open and close Resident Drop-Off Facility according to schedule.
- Maintain Drop-Off Facility in accordance with rules and regulations
- Oversee and train facility attendants in all aspects of their duties.
- Operate all compactors and balers as needed.
- Check all vehicles entering the transfer station for a valid City of Marlborough Transfer sticker
- Issue permits, complete all associated paperwork and tracking, answer phones;
- Monitor deposits and coordinate with vendors for pickup;
- Perform yard maintenance as necessary;
- Manage facility attendants work hours;
- Responsible for all aspects of Recycling program.
- Candidate must ensure no hazardous waste is disposed of at the facility.
- Order supplies and equipment, approve invoices and prepare electronic work reports
- Assist other DPW divisions and groups as well as other City departments throughout the year relating to spring and fall cleanups, maintenance of conservation’s trail system, parade preparations and cleanup, as well as holiday preparation and cleanup.
- Make recommendations regarding employee discipline and performance.
- During the winter months, provide principal supervision and oversight with other foreman of the Snow & Ice operations.
- Perform other related work as required.
Qualifications: Must have a high school diploma with a minimum of 5 years working experience in public works, public works-related construction and maintenance including supervision of subordinates: current and valid CDL, Class B and Mass. Dept. of Public Safety Hoisting License and Driver's License. May be required to work odd and unusual hours, including weekends and holidays, in the performance of duties and in emergency situations and to be available on an "on-call" basis as assigned.
Ability to perform physically demanding tasks, ability to establish positive communication and interaction with customers and staff. Ability to quickly and easily adapt to customer situations, changes in procedures and the ability to multi-task. Ability to operate all aspects of facility software program on computer and tablet.
