About the Role
This is a defining moment for transport in the East Midlands. As the region's Local Transport Authority, EMCCA is at the forefront of shaping a bold, future-focused Mayor's Transport Plan - driving forward a transformational investment programme worth over £2 billion. This is more than infrastructure; it's a once-in-a-generation opportunity to reimagine how people connect, travel, and thrive across the region.
We are seeking an Electric Vehicle Infrastructure (EVI) Specialist to lead the development and delivery of EV infrastructure strategies across the region. This role will play a central part in advancing EMCCA's decarbonisation agenda and supporting the transition to a more sustainable, low-carbon transport system.
Working within the Transport Strategy Team, you will combine strategic planning, technical expertise, stakeholder engagement, and project delivery to shape innovative and impactful EV infrastructure programmes.
Our region is home to award-winning bus companies, an established tram system, the HQ of the new GB Railways, and birthplace of the first workplace parky levy in Europe - this is a region with both track record and vision.
Key Responsibilities
Lead the development and delivery of EV infrastructure programmes, including public charging networks, fleet electrification, and related initiatives
Act as the organisation's technical lead on electric vehicle infrastructure and associated technologies
Develop and implement strategies aligned with the Mayor's Transport Plan and wider regional objectives
Manage procurement and commissioning processes for EV infrastructure, including oversight of contracts and supplier performance
Lead complex negotiations with partners and suppliers to secure effective delivery outcomes
Manage project delivery, including budgets, timelines, risks, and performance monitoring
Build and maintain strong relationships with key stakeholders, including government departments, local authorities, network operators, and private sector partners
Lead funding applications and business case development to secure investment for EV infrastructure projects
Contribute to data collection, analysis and performance evaluation to assess the impact of programmes and inform future decisions
Support spatial planning considerations related to EV infrastructure and its integration into wider transport and development strategies
Develop and support communications and engagement activity to promote EV uptake and awareness
Stay informed of policy developments, industry innovation, and regulatory changes to ensure best practice and continuous improvement
About You
We are looking for a highly motivated and experienced professional with a strong background in infrastructure delivery, transport planning, or decarbonisation strategies. Please note, you do not need to meet every requirement to apply - if you feel you'd be a good fit, we encourage you to put in an application.
Essential
Skills and Experience:
Experience in transport planning, policy or infrastructure delivery within a public sector or similar environment
Proven experience in the procurement, commissioning, or delivery of infrastructure programmes, ideally including EV charging or similar schemes
Strong project management skills, with the ability to manage multiple projects from inception to delivery
Knowledge of financial management, including budgeting, forecasting, and resource allocation
Excellent communication and engagement skills, with the ability to work effectively with senior stakeholders and partners
Experience preparing business cases, funding bids, and strategic documentation
Desirable:
Experience integrating decarbonisation or net zero strategies into transport or infrastructure programmes
Experience building partnerships across public, private and third-sector organisations
Knowledge of EV technologies, charging infrastructure, and energy systems
Familiarity with analytical tools and software such as Excel, Power BI, GIS or project management systems Qualifications
Degree (or equivalent experience) in transport planning, engineering, urban planning, geography or a related discipline
Relevant professional experience within transport, infrastructure or energy sectors
Membership of a relevant professional body is desirable
