Lead the Safety, Environmental and Quality Agenda for a Leading UK LPG Distribution
The OpportunityAvanti Gas is seeking an experienced and highly motivated HSSEQ Manager to lead our Health, Safety, Security, Environment, Quality and ESG function. Acting as a key part of the UK Management Team, you will shape the strategic direction of our HSSEQ framework, ensuring full regulatory compliance across all aspects of our LPG operations, from bulk storage and terminal operations through to road tanker delivery.
This is a role of significant accountability. You will be responsible for the safety of our people, our customers, our contractors and the communities in which we operate. You will work across a national network of distribution centres, inland gas terminals and a UK-based Head Office.

- Develop and own the Avanti Gas HSSEQ strategy, roadmap and annual improvement plan, aligned with UGI International group standards and UK regulatory requirements
- Provide visible, credible safety leadership across the business, and represent Avanti Gas on HSSEQ matters with UGI International, industry bodies, regulators, and key customers
- Build and lead a high-performing HSSEQ team, providing mentorship, development and clear accountability
- Ensure full compliance with UK health and safety legislation, including HSWA 1974, PSSR, DSEAR, COMAH, RIDDOR and CDM regulations, and oversee our Safety Management System
- Lead the investigation of serious incidents, near misses and dangerous occurrences, driving robust root cause analysis and corrective action
- Manage Process Safety as a priority across bulk LPG storage, terminal operations and road transport
- Hold accountability for all environmental permits, licences and consents, and drive carbon footprint reduction across the fleet, terminals and facilities
- Develop and lead our ESG strategy and annual sustainability report, ensuring alignment with UGI International's group-level commitments
- Maintain the company's physical and operational security framework, including site risk assessments
- Own the Quality Management System, ensuring ISO 9001 certification and driving continuous improvement from customer and third-party audits
- Oversee the HSSEQ aspects of contractor management and present HSSEQ performance reports to the UK Leadership Team and UGI International using meaningful KPIs
- Manage all interactions with regulatory bodies, including inspections, enforcement actions and statutory reporting
- Implement Lean strategies to increase productivity and efficiency, coaching employees using the House of Lean methodology in a facilitator role, supported by our existing practitioners
- Significant experience (5+ years) in a senior HSSEQ role within a hazardous industry, such as LPG, downstream oil & gas, bulk liquid distribution, or a similar COMAH/DSEAR-regulated environment
- Degree-qualified in a relevant discipline (Engineering, Environmental Science, Occupational Health & Safety, or similar)
- NEBOSH Diploma (or equivalent) as a minimum, as well as Chartered Member of IOSH (CMIOSH)
- Deep understanding of UK health and safety legislation and regulatory frameworks applicable to LPG or similar hazardous substance operations
- Proven track record of leading HSSEQ functions through culture change and driving measurable performance improvements
- Experience managing Process Safety and Major Hazard risk
- Strong leadership presence with the ability to influence and challenge at all levels, and excellent communication and stakeholder management skills
- Experience working within a multinational corporate structure
- NEBOSH or IEMA Environmental qualification, and/or ISO 14001 Lead Auditor
- Demonstrable experience developing or leading an ESG programme, including sustainability reporting against recognised frameworks
- Understanding of Scope 1, 2 and 3 emissions accounting and net zero strategy development
- Experience with UKLPG Codes of Practice, and knowledge of ADR regulations
- Experience of fleet safety management within a road tanker or bulk liquid operations
