HR Program Analyst

. GST is seeking a Program Analyst to support the National Oceanic & Atmospheric Administration (NOAA). This position is hybrid, with onsite days in Silver Spring, MD.

• Engage in Human Resource projects such as workforce development and training, liaising with NOAA offices to gather requirements and plan projects.
• Analyze data related to workforce training engagement, gaps, and new requirements.
• Create status reports and manage dashboards using Excel or Smartsheet.
• Apply communication, data analysis, and data visualization skills across project activities.

• Bachelor of Science or Arts Degree in Business Administration, Communications, Public Administration, Human Resources, or Data Science.
• Good communication and data analysis skills.
• Attention to detail, time management, and competency with Microsoft Excel.
• Experience with Smartsheet is a plus.
• Familiarity with government communications and planning processes.
• Experience developing and managing project trackers and visualization tools.

• Applicants selected will be subject to a government background investigation and may need to meet eligibility requirements.
• Identity verification may involve an on‑camera interview and REAL‑ identification for new PIV card issuance.
