Major Project Deputy Construction Manager
Tallgrass Integrated Logistics Solutions (ILS) is constructing a multi‑billion‑dollar industrial power generating facility for a dedicated user. As the Owner, ILS has hired an Engineering, Procurement, and Construction (EPC) contractor to execute the majority of construction under a lump‑sum turnkey (LSTK) contract. The Deputy Construction Manager (DCM) will support the Construction Manager (CM) in overseeing and managing the construction of the facility, representing Tallgrass in all aspects of site and construction management.
Responsibilities- Support the Construction Manager as the secondary field representative on a large construction site primarily run by an EPC contractor.
- Monitor EPC contractor performance against the project execution plan, schedule, and budget.
- Supervise site inspections to ensure work quality meets contract specifications and design standards; address defects or non‑conformities.
- Ensure adherence to safety protocols, HSSE plans, and safety regulations; intervene in imminent safety hazards.
- Administer contracts in collaboration with Project and Contract Management teams; ensure contractual obligations are met.
- Track change orders, assess impact on scope, budget, and schedule, and provide recommendations to the owner.
- Review project expenditures and contractor invoicing to verify alignment with completed work and materials on site.
- Track costs and schedule performance; identify potential overruns or delays and collaborate on mitigation strategies.
- Facilitate communication between the owner and stakeholders; provide regular status, risk, and issue reports.
- Identify project risks and collaborate on contingency plans.
- Maintain accurate project documentation for transparency and dispute resolution.
- Participate in early engineering and design reviews to advise on constructability and improvement opportunities.
- Support and monitor EPC during commissioning to ensure a smooth transition to operations.
- Lead punch‑list and warranty activity; ensure all contractual obligations are met before handover.
Education:
- Bachelor’s degree in Construction Management, Engineering, or related field (Master’s preferred). Work experience may substitute for a degree.
Experience / Knowledge:
- Minimum 5 years managing large‑scale capital projects, preferably in power plants or related industries.
- Experience in an owner’s representative or oversight role with EPC contractors.
- Track record managing budgets over $100 million and complex scopes.
- Knowledge of power plant, oil & gas, LNG, or chemicals industry construction.
- Experience handling high‑voltage electricity, toxic or flammable substances, and pressure/temperature systems.
- Experience executing construction in an operating facility environment.
Certifications, Licenses & Registrations:
- Valid driver’s license with satisfactory driving record.
- Strong leadership and crew management skills.
- Excellent verbal and written communication.
- Prioritization, multitasking, and minimal supervision.
- Proficient with Microsoft Office, Teams, Outlook, and construction project‑management software (Procore, Primavera P6).
- Deep knowledge of construction processes, project management methodologies, contract law, and industry regulations.
- Strong negotiation and stakeholder management.
- Commitment to safety, quality, and ethical conduct.
- Sitting, standing, walking, driving, talking, and visual, hearing, and manual tasks.
- Ability to lift up to 25 pounds; stand and walk long distances for prolonged periods.
- Required to live near the site; relocation may be required.
- Always available to respond during working and non‑working hours.
- Out‑of‑town nights and weekend travel as needed; significant travel by airplane or vehicle possible.
- Work outdoors in inclement weather; office settings may occur.
- Personal protective equipment: hard hat, safety glasses, steel‑toed shoes, long sleeves, reflective vest, flame‑retardant clothing.
- Required to clear a drug screen and background check (including a credit report for certain positions).
