We are seeking a dynamic and experienced leader to support the administrative priorities of the State Librarian and contribute to the development of libraries statewide.

This position plays a key role in advancing the mission of the State Library by promoting statewide library development, fostering library cooperation, and ensuring access to reliable information for our customers. As a vital member of the agency’s Management Planning Team, this role provides strategic direction and decision-making support, including serving as Acting State Librarian when needed.

The position manages and implements federal Library Services and Technology Act (LSTA) projects and funding to enhance library services across the state. The successful candidate will collaborate with librarians, library boards, and library foundations, offering expert consultation on a wide range of topics to strengthen the library community and support innovation, growth, and sustainability within the field.

Responsibilities
  • Support the administrative priorities of the State Librarian, including strategic planning, daily operations, federal grant management, and library services and practices.
  • Advise the State Librarian on statewide library issues and activities that may impact agency operations and services.
  • Serve as Acting State Librarian in their absence, making operational and personnel decisions as needed.
  • Supervise the professional librarians of the Library Development Office, providing leadership, direction, oversight, and performance management.
  • Set staff performance goals, conduct performance evaluations, and manage timesheets and professional development opportunities.
  • Coordinate staff projects, grants, assignments, and special initiatives aligned with agency goals.
  • Serve as the agency liaison to the Institute of Museum and Library Services (IMLS) for federal Library Services and Technology Act (LSTA) grants.
  • Communicate regularly with IMLS on policies, documentation, reporting, and Wyoming’s state plan.
  • Oversee staff managing federally funded statewide projects and sub-grants.
  • Monitor LSTA fund balances and ensure proper documentation and reporting in collaboration with the agency’s business manager.
  • Draft Wyoming’s five-year LSTA plan and write the annual federal report.
  • Plan, coordinate, and lead local, regional, and statewide training, conferences, and meetings on professional library topics.
  • Deliver continuing education and training on subjects such as statewide databases, library statistics, government information resources, emerging technologies, and grant-funded initiatives.
  • Provide expert consultation to library staff, boards, and foundation members on management practices, board responsibilities, and endowment development.
  • Respond to inquiries from a wide range of stakeholders, including public and academic libraries, government agencies, private organizations, media, and Wyoming residents.
  • Maintain up-to-date professional knowledge through reading, workshops, conferences, and webinars (in-person and virtual).
Preferences

Preference will be given to applicants with a Master’s Degree (typically in Library Science).

Knowledge
  • Knowledge of supervision, planning, communications, and managing multiple priorities.
  • Knowledge of federal and state information systems.
  • Knowledge of library board and library foundation roles and responsibilities.
  • Knowledge of public library management and trends in 21st-century library services.
  • Familiarity with federal LSTA programs, state aid programs, and library data collection practices.
  • Demonstrated skill in strategic planning and program evaluation.
  • Proven ability to lead, motivate, and develop professional staff.
  • Strong communication and presentation skills.
Minimum Qualifications

Education: Bachelor’s Degree (typically in Library Science)
