Overview
Tallgrass Integrated Logistics Solutions (ILS) is building a large‑scale, multi‑billion‑dollar industrial power‑generating facility for a dedicated user. The project is a behind‑the‑meter private use network (PUN) that will generate gigawatts (GW) of electricity using multiple power‑generating technologies, including major chemical processes. Tallgrass ILS contracts an engineering, procurement, and construction (EPC) contractor to perform the majority of the construction on a lump‑sum turnkey (LSTK) basis, while smaller subcontracts are handled directly by the Owner.
PrimaryPurpose
Manage health and safety oversight for the entire project, ensuring that all contractors—both the prime EPC and subcontractors—comply with Tallgrass ILS standards, regulations, and project‑specific requirements.
Responsibilities- Act as the Owner’s field representative for health and safety on a major construction site dominated by an EPC contractor.
- Monitor the EPC contractor’s safety performance against the agreed Health & Safety Execution Plan (HASP).
- Coordinate and conduct regular work‑area inspections, assessments, and surveys to identify hazards and confirm compliance with all applicable safety regulations and contract requirements.
- Ensure the EPC contractor adheres to all site safety protocols, HSSE plans, and local/national safety regulations.
- Provide oversight to project inspection activities and enforce safe work practices.
- Conduct pre‑job safety briefings and implement control measures.
- Analyze risk at pre‑construction meetings and support the project team in effective risk mitigation.
- Collaborate with the workforce to underscore the importance of EHS objectives, policies, and procedures.
- Investigate all incidents, document findings, and help implement corrective actions.
- Perform other daily, weekly, monthly, or special project duties as defined and assigned.
Associates degree from an accredited institution in Environmental, Health and Safety or a related discipline,

* * ten (10) years of equivalent experience in a safety‑related field.
- Minimum ten (10) years of prior experience or a similar background.
- Proven experience in an Owner’s representative or oversight role on projects with third‑party EPC contractors.
- Knowledge and experience in power plant, oil & gas, LNG, or chemicals industry construction.
- Experience executing construction in an operating facility environment.
- Valid driver’s license with a satisfactory record for travel.
- Clear and concise written and verbal communication for varied audiences.
- Problem‑solving ability to resolve gaps in the company EHS process.
- Flexibility and teamwork in a large project environment.
- Strong team leadership and crew management skills.
- Excellent interpersonal skills and stakeholder‑relationship management.
- Ability to prioritize, manage multiple tasks, and meet deadlines with minimal supervision.
- Proficiency in Microsoft Office, Teams, Outlook, and other relevant software.
- Strong focus on safety, quality, and ethical conduct.
- Sitting, standing, walking, moving throughout the facility, driving, talking, seeing, hearing, feeling, bending, stooping, squatting, crouching, reaching, kneeling, pushing, pulling, lifting up to 25 lbs.
- Minimal safety hazards; general office working conditions.
- Ability to sit for prolonged periods.
- Required to live near the construction site during mobilization (relocation may be required).
- Must carry a cell phone and be available during working and non‑working hours.
- Occasional out‑of‑town nights, weekend travel, and significant distance travel by airplane or vehicle.
- Varying conditions from office to outdoor work in inclement weather.
- Personal protective equipment required: hard hat, safety glasses, steel‑toed shoes, long sleeves, reflective vests, flame‑retardant clothing (FRCs).
