GENERAL DESCRIPTIONThe Office of State Lands and Investments (OSLI), an agency committed to effectively managing natural resources and funds for current and future generations, is seeking a Principal Accountant in our Administrative Services section. The Principal Accountant assists the Administrative Services Assistant Director with the operations and management of the fiscal section, processing and maintaining all expenditure and revenue activities of the Agency.
This position works with multiple state agencies, agency divisions, and outside vendors/customers to ensure federal and state compliance, including all reporting obligations.
This position is located in Cheyenne, Wyoming, a full‑service community home to over 60,000 residents. Cheyenne is near four‑season outdoor recreation areas, including the Snowy Range and the Medicine Bow National Forest, and offers world‑class rock climbing provides convenient access to the Colorado Front Range communities, including Fort Collins and Denver, and Denver International Airport. - Oversee, monitor, and control all expenditure and revenue activities for the agency, including processing agency expenditures, depositing agency revenue, and resolving discrepancies related to agency expenditures and revenues.
- Maintain the accuracy of all financial statements (monthly, quarterly, and annual reports) for the agency; prepare numerous monthly, quarterly, and annual financial reports for the agency, other state agencies, and the federal government.
- Compile, prepare, and interpret data required to complete the Annual Comprehensive Financial Report (ACFR) and single audit financial statements for the State Revolving Fund, Annual Report Fiscal statements, as well as implement additional continuous accounting practices.
- Advise and confer regularly with agency management, each internal division, and other state agencies to clarify fiscal information and resolve discrepancies.
- Assist division administrators with grant applications and financial progress reports.
- Oversee and monitor the agency’s fiscal policy for compliance, including interpreting and complying with various federal and state regulations, policies, and procedures, and developing and implementing agency fiscal policies and procedures, including internal controls.
- Resolve issues related to the agency's fiscal policies and procedures.
- Enforce internal controls over the agency's fiscal management.
- Supervise the Administrative Services staff of the Administrative Services Division.
- Manage personnel, including establishing division work standards, procedures, and training division staff, and providing counseling/disciplinary action to division staff.
- Interview for staff vacancies and make hiring recommendations.
- Conduct performance appraisals (PMIs) for all Administrative Services staff.
- Bachelor's Degree (typically in Finance, Accounting, or a related field)
- Preference may also be given to candidates with experience with the Wyoming Online Financial System (WOLFS).

- Generally Accepted Accounting Principles as applied to governments

- Strong attention to detail, follow‑up, and follow‑through
- Strong Microsoft Office skills, especially Excel
- Strong communication skills
- Education:
Bachelor's Degree (typically in Finance) - Experience:
1–3 years of progressive work experience (typically in Finance) with acquired knowledge at the level of a Senior Accounting Analyst - OR 4–7 years of progressive work experience (typically in Finance) with acquired knowledge at the level of a Senior Accounting Analyst
