Senior Enterprise IT Project and Portfolio Manager

GENERAL DESCRIPTION

Senior Enterprise IT Project and Portfolio Manager – ensures Wyoming’s IT investments align with business goals, are effectively managed, and deliver measurable value to the organization and State. Oversees lifecycle of IT projects from conception to completion, drives continuous improvement to enhance organizational performance and competitiveness. Strategic and long‑term project and portfolio management with significant impact on agency technology mission and enterprise alignment.

Serves as senior project lead and subject matter expert, providing direction and guidance to project team members. Brings extensive knowledge and experience to team in managing mission‑critical and complex agency projects and/or programs.

• Strategic Alignment through Leadership & Stakeholder Management

  • Identifies opportunities for business value, optimization, or innovation.
  • Aligns initiatives to enterprise strategies, roadmaps, and priorities.
  • Provides leadership, guidance, and mentoring to a team of project managers. Includes setting clear expectations, fostering a positive and collaborative team environment, and promoting professional development.
  • Provides regular updates and reports on project status, progress, issues, and risks to senior management and stakeholders. Ensures stakeholder communication channels are open, transparent, and effective.

• Project/Program Delivery – Enterprise IT Project and Portfolio Management

  • Responsible for project management of Complex Multi‑Agency Critical Systems, ensuring IT solutions for the state meet business goals and deliver measurable value to the State.
  • Prioritizes projects based on strategic importance, potential benefits, resource requirements, and risks. Ensures resources are allocated to projects that provide the greatest value and contribute most effectively to organizational goals.
  • Continuously evaluates and optimizes the portfolio of projects to maximize value delivery and alignment with strategic objectives. May adjust project priorities, terminate or suspend projects that no longer align with organizational goals, and reallocate resources to high‑priority initiatives.
  • Develops procedures to identify and track critical technology projects to ensure they are on schedule and that appropriate resources are assigned.
  • Leads the design, testing, planning, and implementation of large, complex multi‑agency/enterprise projects, impacting critical infrastructure and with political impacts to the State of Wyoming using Project Management best practices and tools.
  • Maintains complete control on project schedule, budget, and risk issues.
  • Creates, executes, and revises project work plans as appropriate to meet changing needs and requirements. Includes:
    Resource Management, Scope and Change Management, Risk Management, Communication Plan.
  • Serves as the SME program manager for Enterprise programs and solutions.

• Business Analysis & Procurement Management

  • Prepares and manages an annual program budget.
  • Develops statements of work for incorporation into contracts; reviews project‑related contracts; ensures contracts meet project specifications; ensures correct contracting procedures are followed; utilizes appropriate contracting mechanisms.
  • Manages project‑related software licensing, maintenance & support fees, consultant contracts during a project to support the Project Sponsor and set the agency up for long‑term success.
  • Translates requirements into functional/technical specifications and ensures alignment with business objectives with a value‑driven approach.

• Technical & IT Governance Awareness – Information Technology Lifecycle Management

  • Supports Agency Project Sponsors with buy‑vs‑build analysis on Enterprise Service Platform offerings available within the Department of ETS or to move forward with RFI/RFP.
  • Subject Matter Expert on ETS Enterprise Platforms and the functionality of modules within those platforms. Critically reviews agency technology proposals for suitability within ETS Enterprise Platforms.
