Student Services Center. This is a hybrid work environment that is eligible for partial telecommuting (one day per week).
Candidate must be a California resident. Chico State Enterprises is not a sponsoring agency for staff and management positions (i.e., H-1B Visas).
TRIO Upward Bound is a federally funded college access program that helps low-income and first-generation college-bound students successfully complete high school and prepare for college. Through academic advising, tutoring, college and career exploration, financial aid and admissions assistance, college visits, and summer programming, we provide students with the support and experiences they need to achieve their educational goals.
POSITION SUMMARY:The fiscal administrator plays a central role in making this student-centered work possible. Under the direction of the project director, this position manages the fiscal, administrative, personnel, and operational functions that support Upward Bound services and helps ensure that grant funds are used effectively, accurately, and in compliance with federal, university, and Chico State Enterprises (CSE) requirements.
We are seeking a detail-oriented, dependable, and collaborative professional who can manage complex fiscal and administrative responsibilities while working effectively in a fast-paced educational program. The ideal candidate understands that strong behind-the-scenes systems directly support the quality and consistency of services provided to students and families.
ESSENTIAL JOB FUNCTIONS:- Manage, reconcile, balance, and track Upward Bound budgets and grant funds to ensure accurate records and timely expenditure of funds.
- Perform fiscal operations, including payroll, accounts payable and receivable, purchase orders, procurement, invoicing, and other program financial transactions.
- Prepare and analyze monthly, quarterly, annual, and other fiscal reports; monitor spending patterns, timelines, and projected program needs.
- Interpret and apply applicable federal grant requirements, CSE and campus policies, and fiscal and administrative procedures.
- Advise program staff on the budgetary and administrative impact of student services, workshops, college visits, summer programming, and other program activities.
- Coordinate staff and participant travel, including travel advances, clearances, documentation, and required Risk Management forms for student field trips and college visits.
- Assist with vendor contracts, purchasing, and procurement and provide required documentation to Chico State Enterprises.
- Reconcile monthly corporate credit card statements and maintain complete supporting documentation for program purchases.
- Serve as the program liaison with Chico State Enterprises Human Resources and coordinate recruitment, classification, onboarding, training, and other personnel processes.
- Coordinate personnel administration for full-time and part-time program staff, including hiring timelines, wage information, job announcements, and bi-monthly timesheets.
- Maintain confidential fiscal, personnel, participant, and program records in accordance with applicable policies and requirements.
- Work collaboratively with program staff and interact professionally with students, families, school partners, campus offices, vendors, and public agencies.
- Anticipate operational needs, solve problems, and recommend process improvements that strengthen grant management and support effective Upward Bound services.
