Position Information
The City of Chico is seeking one well-qualified candidate to fill the position of Deputy Director of Public Works-Operations and Maintenance. The ideal candidate will have a wide range of experience and knowledge working in a municipal or equivalent environment and handling an extensive range of projects in the public sector. The City of Chico Public Works-Operations and Maintenance Department consists of Street Cleaning, Vehicle Maintenance, Building Maintenance/Pallet Shelter, Right of Way/Storm Drains, Parking Facility Maintenance, Wastewater Treatment Plant, Underground/Sewer, Parks/Recreation Facilities, Street Trees, and Airport divisions.
Under administrative direction, plans, organizes, oversees, coordinates, and manages the staff and operations of a division within the Public Works Department; provides administrative oversight of day-to-day activities including the implementation and administration of City-wide policies and programs and the establishment and enforcement of departmental policies and procedures; fosters cooperative working relationships among City departments, and with intergovernmental and regulatory agencies and various public and private groups;
provides highly responsible and complex professional assistance to the Director of Public Works in areas of expertise; and performs related duties as assigned.
Receives administrative direction from the Director of Public Works. Exercises direct supervision over supervisory, professional, technical, and administrative support staff through subordinate levels of supervision.
This is a deputy department director classification that oversees, directs, and participates in all activities of an assigned division within the Public Works Department including short- and long-term planning as well as development and administration of departmental policies, procedures, and services. This class provides assistance to the Director of Public Works in a variety of administrative, coordinative, analytical, and liaison capacities.
Successful performance of the work requires knowledge of public policy, City functions and activities, including the role of the City Council, and the ability to develop, oversee, and implement projects and programs in a variety of areas. Responsibilities include coordinating the activities of the department with those of other departments and outside agencies and managing and overseeing the complex and varied functions of the department.
The incumbent is accountable for accomplishing departmental planning and operational goals and objectives, and for furthering City goals and objectives within general policy guidelines. This class is distinguished from the Director of Public Works in that the latter has overall management responsibility for all public works programs, functions, and activities, and for developing, implementing, and interpreting public policy.

- Assumes management responsibility for an assigned division within the Public Works Department including staff, programs, services, operations, and activities; serves in an acting capacity during the absence of the Director of Public Works.
- Develops, directs, and coordinates the implementation of goals, objectives, policies, and priorities for the department; recommends, within departmental policy, appropriate service and staffing levels; recommends and administers policies and procedures.
- Manages the development and administration of the annual budget and capital improvement budgets for the department; directs the forecast of additional funds needed for staffing, equipment, materials, and supplies; directs the monitoring of and approves expenditures; directs and implements adjustments.
- Selects, trains, motivates, and evaluates assigned personnel; provides or coordinates staff training; works with employees on performance issues; responds to staff questions and concerns; makes discipline recommendations to the Director of Public Works.
- Continuously monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; assesses and monitors workload, administrative and support systems, and internal reporting relationships; identifies opportunities for improvement and reviews with the Director; directs the implementation of improvements.
- Represents the department to other City departments, elected officials, and outside agencies; explains and interprets departmental programs, policies, and activities; negotiates and resolves significant and controversial issues.
