Position: Control Systems Analyst I-II (DOE)

the inland empire utilities agency (ieua) is seeking a skilled and forward-thinking control systems analyst i/ii (doe) to join our process automation & control team. The successful candidate will bring proven experience with scada/dcs platforms, plc programming, process automation hardware, and control network administration, along with the ability to troubleshoot complex system issues in a dynamic operational environment. As part of our team, you will apply your knowledge of automation programming, network configuration, and process control standards to design, enhance, and maintain the agency's critical control systems.

You'll collaborate with operations, engineering, and maintenance staff to ensure reliable plant performance, support system upgrades, and implement innovative solutions that improve efficiency and reduce downtime. This position offers a meaningful opportunity to work at the intersection of technology, engineering, and public service.

responsibilities
  • plan and deliver automation-related projects, including developing programming specifications, coordinating system testing and inspections, maintaining configuration documentation, and tracking performance metrics to guide system upgrades and enhancements.
  • work effectively with different departments and outside partners to keep scada/dcs systems, plc programs, and automated controls running smoothly and supporting daily operations.
  • apply strong problem-solving skills to assess how well automated systems are functioning, identify areas for reliability or efficiency improvements, and recommend practical solutions that support the agency's long-term needs.
  • plan and carry out automation projects, including setting clear goals, coordinating testing, keeping accurate records, and tracking results to guide future improvements.
education, training, and experience

a typical way of obtaining the knowledge, skills and abilities outlined above is:

  • control systems analyst i - graduation from an accredited four-year college or university with major coursework in electronics, computer information systems, engineering or a closely related field, and at least three years of progressively responsible experience in implementation and maintenance of process automation and controls in wastewater/water treatment or other industrial environment; or an equivalent combination of education, training and experience.

    Experience in a public agency is preferred.
  • a control systems analyst i may be considered for advancement to control systems analyst ii after demonstrating proficiency to perform the full range of duties of the latter class. Proficiency criteria and the process for demonstrating performance at the levels established in the criteria are described in attachment 1.
  • typically, a control systems analyst i is expected to meet the proficiency criteria within a 24-month period, depending on prior experience and progression in performing the full range of control systems analyst ii duties as described in attachment 1.
licenses, certificates, special requirements
  • a valid california class c driver's license and the ability to maintain insurability under the agency's vehicle insurance program.
  • isa certified control systems professional, isa certified control systems technician, or cwea electrical/instrumentation grade iii is desired.
