Responsibilities

The Foster Care Case Manager works under the supervision of the Program Manager and is responsible for delivery of case management services, individual and family counseling, training, and supervision of foster families.

Key duties include:

  • Developing and implementing individualized treatment plans for children and their families.
  • Maintaining weekly contact with foster families, children, and biological families; monitoring progress throughout placement.
  • Assisting with training, home studies, and evaluation of foster parents.
  • Using standardized tools to measure social and emotional progress and outcomes; preparing written treatment plans and progress reports.
  • Making decisions regarding placement and treatment of neglected, abused, disturbed, and medically complex children.
  • Communicating effectively with children, parents, foster parents, client agencies, and courts.
  • Acting independently when appropriate and seeking guidance when needed.
  • Reviewing referrals and matching children with appropriate foster families, placing children in state‑licensed or state‑certified homes, obtaining required documentation, and maintaining placement records.
  • Providing weekly documented contact and bi‑weekly visits to child and foster home, and visiting each assigned child at least once a month outside the foster home.
  • Preparing a treatment plan within 21 days of placement and updating quarterly; preparing monthly progress and Independent Living training reports.
  • Providing reunification services and coordinating visitation with biological parents, siblings, and relatives; facilitating supervised visits as required by court.
  • Serving as liaison with placing agencies, schools, and community agencies; attending court hearings, staff meetings, and treatment planning meetings.
  • Conducting interviews, training, and home studies on prospective foster parents; attending conferences, seminars, and providing support group meetings.
  • Maintaining flexible working hours and working weekends or holidays as needed.
Additional Responsibilities

The role also functions as a Licensing Specialist covering Christiansburg and Roanoke, VA areas.

  • Coordinate and participate in recruitment and community awareness activities.
  • Develop and implement strategic recruitment plans; respond to inquiries within required time frames.
  • Conduct interviews, home inspections, and background clearances; guide families through SAFE and state licensing processes.
  • Maintain foster parent files and conduct monthly record reviews; support foster parent meetings and trainings.
  • Act as primary support contact for foster parents; provide trauma‑informed coaching and guidance.
  • Monitor foster homes for safety and compliance; support matching and placement decisions.
  • Observe and report any abuse, neglect, or safety concerns.
Qualifications

The Foster Care Case Manager must have a bachelor’s degree in social work, sociology, psychology, counseling, or a related human services field.

Required experience:

  • At least two years of experience working with children and families.
  • Alternatively, a bachelor’s degree plus five years of experience with a placing agency working with troubled children and families may be considered in lieu of a graduate degree.
