To conduct monitoring and permitting services to industrial and commercial users discharging non-domestic wastewater into the sanitary sewer; to implement, enforce and promote the City’s Fats Oils and Grease (FOG) Control Program; to conduct field inspections and enforcement activities; to provide information on applicable waste rules and regulations; to perform education and outreach activities; to interpret, apply and explain pertinent policies, regulations and rules, and maintain related records;

and to perform related work as assigned.

Supervision Received and Exercised

Receives general supervision from an assigned supervisor.

Essential Functions

Functions may include, but are not limited to, the following: conduct monitoring and permitting services to industrial and commercial users discharging non-domestic wastewater into the sanitary sewer; inspect industrial and commercial establishments discharging industrial wastes into sewers, illicit discharge to storm drains and other water sources; inspect sewers, storm drains and other water sources for pollution from industrial wastes; confer with actual and/or potential violators and explain economic and ecological consequences and provide assistance to effect corrective action;

issue citations; explain industrial waste laws, rules and regulations to business owners and developers; investigate citizen complaints related to potential pollution discharges; maintain inspection records and prepare reports and discharge permits; conduct special studies of collection system; participate in the implementation and enforcement of state environmental regulations and City grease trap and pre-treatment ordinance; inspect commercial food service establishments for compliance with state environmental regulations and City grease trap and pre-treatment ordinances;

ensure compliance with municipal codes on discharge limits of fats, oils and grease (FOG) and related materials into the City's wastewater collection system; calculate required capacity of grease removal equipment for new establishments; prescribe frequency of preventative maintenance for grease removal equipment; determine appropriateness of wastewater pretreatment systems for fats, oils and grease; identify existing or potential wastewater pretreatment process and industry operational problems that may lead to discharge problems;

assist in monitoring the implementation of Best Management Practices (BMPs) at industrial and commercial facilities; provide wastewater regulations and BMPs information to property and business owners, tenants, city employees, and the general public through individual contact in the field, over the counter, at workshops or community events, and by telephone or other appropriate means; travel to site locations within the city to meet with staff and other agencies and inspect facilities;

review quarterly Self-Monitoring Reports from industries and manage data while maintaining industry files; conduct industrial site surveys; assist in the development and implementation of policies, procedures and other program requirements for education, inspection and compliance monitoring; prepare and maintain records of inspections and actions taken using a computer; maintain inspection files, records, and logs; write reports and chronologies; schedule work activities and inspections independently to meet program objectives in a timely manner;

drive City vehicles observing legal and defensive driving practices; build and maintain positive working relationships with co-workers, other City employees and the public using principles of good customer service; perform other related duties as assigned.

Qualifications

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: two (2) years of experience in the wastewater inspection or other environmental compliance inspection field, preferably for a government agency or municipality and training equivalent to an Associate’s degree from an accredited college with major course work in Biology, Marine Biology, Environmental…
