Description
- Plan, organize, monitor and manage the Sweetwater Authority (Authority) Human Resources (HR) section.
- Perform a wide variety of complex professional, technical and analytical work involved in assigned areas of HR administration.
- Formulate and interpret the operating procedures and policies within the Authority and apply them with good judgment.

Supervision Received/Exercised :
- General supervision may be provided by the General Manager or Assistant General Manager.
- Direct supervision is provided by the Director of Administrative Services.
- Responsibilities include the direct supervision of the Senior Human Resources Analyst, Human Resources Analyst and Human Resources Technician.
Examples of Duties/Responsibilities
- Supervise HR staff:
Prioritize and assign work; establish and advise staff of performance requirements; ensure staff is trained; ensure that employees follow policies and procedures; provide support, mentoring, and coaching for performance improvement and development; observe and document performance; prepare supporting documentation and write performance reviews; conduct performance review presentations; recommend employee recognition and discipline action, up to and including termination, in accordance with established personnel rules, policies, and labor contract provisions;
maintain a positive, healthy, and safe working environment. - Develop and implement goals, objectives, policies, and priorities as appropriate.
- Develop and administer the selection process for compliance with State and Federal legislation and the Authority's Policy.
- Maintain the Authority's compensation and classification structure.
- Develop, maintain, and administer an HR Information System.
- Manage confidential personnel and medical records and documents.
- Manage the recruitment process:
Interface with various departments regarding the job position; screen the job applications; oversee the testing of all applicants; evaluate information received during reference checking, and direct the job offers to selected candidates. - Review current positions and salary grades to maintain proper classifications.
- Work with various departments in assessing staffing needs and creating new positions, including writing job descriptions and defining the appropriate salary grades.
- Administer the Authority's labor/employee relations functions.
- Direct employees in the analysis and application of the Memorandums of Understanding (MOU) and the Policies and Procedures of the Authority.
- Advise Senior Management and supervisors regarding performance reviews and disciplinary actions.
- Meet with employees and their representatives to identify and resolve employer/employee problems and issues.
- Participate and represent the Authority in the meet and confer process with employee organizations to negotiate successor MOU’s; research and prepare necessary reports, and make recommendations on issues affecting employees.
- Meet with recognized employee groups to notify them of changes to work rules or policies that impact employees.
- Coordinate and conduct supervisory training in the areas of employee relations and job performance, including understanding of policies and procedures.
- Develop and interpret Authority personnel rules, policies and procedures.
- Review, update, and revise the Authority's Policies and Procedures.
- Prepare appropriate material relating to HR when required for presentation to Board members.
- Administer the Authority's benefits package.
- Manage annual open enrollment for all insurance plans.
- Review annually with the Authority's Insurance Broker the analysis and evaluation of the Authority's insurance plans, which include Health, Dental, Vision, Life, Long Term Disability, and Workers Compensation; determine the need for any improvement, change, or modification of the various plans.
