General Statement of Duties
This leadership role performs a variety of high level administrative tasks as the Public Information Officer in the agency. The employee is responsible for the overall management and leadership of the Public Information Office, including overseeing the agency strategic communication plan, enhancing the visibility and image of the agency, and enhancing partnerships with key internal and external constituencies. This person is responsible for planning and overseeing special community and media events that profile and promote public awareness of the Department's activities and function;
participates in organized events including those that occur outside of regular business hours such as exhibits and events that enhance the visibility of the department's mission; writes and publishes informative articles associated with the Department's activities and events; creates and develops for the public and Department multimedia forms of informational/educational materials relating to the Department's activities; and serves as spokesperson for the Department as assigned by the Department Director or his designee.
Employee may coordinate projects with the City Manager's Office and the City Public Information Officer in updating the website, communicating through the news media, and utilizing various communication vehicles as needed. Performs related duties as assigned.

- Budget methods for municipal government and for programs funded with monies from the federal government.
- Methods for monitoring revenues and expenditures for unit and department.
- Principles of supervision.
- Civil Service Rules, Human Resources Policies and Procedures and appropriate Union Contracts.
- Correct English usage, spelling, grammar and punctuation.
- Principles of composition and report writing.
- Principles and techniques of individual and mass communication, including public speaking and media interviews.
- Professional standards and ethics when communicating with the mass media.
- Elements of planning necessary to develop training and education programs.
- Community event planning.
- Photography and video production techniques and tools.
- Graphic design principles and familiarity with desktop publishing software.
- Advanced functions/use of computers and commonly used business/office work processing software, graphic arts, desktop publishing and spreadsheet software applications.
- Grant writing and research practices.
- Operate appropriate computer equipment; use properly all related hardware and software.
- Operate assigned vehicle in the course of duty (as required).

Education and Experience
Each applicant must have a Bachelor's Degree from an accredited college or university in communications, marketing, public relations, journalism, or related field. A Master's Degree in one of the above fields is preferred. Minimum five years of management work experience with at least three years of direct supervisory experience is required. Related experience may be substituted for management-level professional experience on a year-to-year basis.
