General Statement of Duties
This leadership role performs a variety of high level administrative tasks as the Public Information Officer in the agency. The employee is responsible for the overall management and leadership of the Public Information Office, including overseeing the agency strategic communication plan, enhancing the visibility and image of the agency, and building partnerships with key internal and external constituencies.
The Public Information Officer plans and oversees special community and media events to promote public awareness of the Department’s activities and functions; participates in events outside of regular business hours such as exhibits that enhance the department’s mission; writes and publishes informative articles about the Department’s activities; creates public and departmental multimedia informational/educational materials; and serves as spokesperson for the Department as assigned by the Department Director or designee.
The officer may coordinate projects with the City Manager’s Office to update the website, communicate through the news media, and utilize various communication vehicles as needed. Related duties are performed as assigned.
Knowledge of:
- Computer resources for obtaining and analyzing information in various output formats.
- City, state and federal laws, regulations and procedures.
- Intergovernmental relationships, responsibilities and funding authorities.
- Legislative and administrative policies, procedures and functions of municipal government.
- Management principles related to program evaluation, staffing requirements, organization and administrative analyses.
- Budget methods for municipal government and federally funded programs.
- Supervision principles, Civil Service rules, HR policies, union contracts.
- Correct English usage, spelling, grammar and punctuation.
- Composition, report writing, mass communication, public speaking and media interviews.
- Professional standards and ethics when communicating with the mass media.
- Planning necessary to develop training and education programs, community event planning.
- Photography, video production techniques and tools.
- Graphic design principles and desktop publishing software.
- Advanced computer functions and commonly used business/office processing software.
- Grant writing and research practices.
Skills:
- Operate appropriate computer equipment and related hardware and software.
- Operate an assigned vehicle as required.
Abilities:
- Implement and maintain positive employee relations and promote integrity.
- Process information with a high degree of attention to detail and solve complex problems.
- Use information systems with various types of data and generalize from available data.
- Plan complex work processes, develop innovations, and make decisions based on logical analysis.
- Communicate clearly both orally and in writing.
- Develop monthly, quarterly, semi‑annual and annual narrative and statistical reports.
- Develop graphic presentations and conduct program evaluations.
- Plan, staff, direct and coordinate work projects and maintain effective relationships.
- Ensure timely customer service and maintain confidentiality.
Required
Education and Experience:
• Bachelor’s Degree in communications, marketing, public relations, journalism, or related field.
• Master’s Degree in one of the above fields is preferred.
• Minimum of five years of management work experience with at least three years of direct supervisory experience.
Other Requirements:
Environmental Conditions: Indoor and outdoor environments; exposure to computer screens; extreme weather; automobile travel within the City may be required.
Physical Conditions: Sitting and standing for prolonged periods; light lifting and carrying; general manual dexterity; operation of assigned vehicle.
