Requirements- Bachelor’s degree in information science or related field and 2 years experience in programming/application development or related roles.
- Associate degree in information science or related field and 4 years experience in programming/application development or related roles.
- Creates and customizes application programs designed around specific client needs.
- Provides accurate, quality analyses of new program applications. Consults with management and clients to determine goals and objectives.
- Develops specifications, identifies inputs and formats output to meet user needs.
- Prepares reports on solutions, writes documentation, creates instruction manuals and help screens.
- Coordinates user testing, provides training on program applications, creates networks of application users within or across the organization.
- Maintains programs, creates upgrades, handles client maintenance requests, troubleshoots and resolves production support issues, maintains documentation for audits.
- Acts as a resource to other Information Systems staff; assists in design and coding of subroutines, procedures, advanced programming techniques, and contributes to orientation and training.
- Serves on or chairs departmental committees to recommend standard or procedural changes.
- Evaluates, proposes and oversees the implementation of approved hardware and software.
- Attends conferences and training.
- Performs other related duties as assigned.
Skills and Abilities
- Knowledge of SQL, APEX, JAVA, Enterprise Content Management (ECM) / Business Process Management (BPM); computer hardware peripherals; programming; data and file structure; agency policies and procedures.
- Skill in SQL/PLSQL;
Java/J2EE development; use of CSS, HTML, XML, JavaScript, Web Services;
Oracle ADF Framework; deploying n‑tier Enterprise/Web Applications under Oracle Web Logic; requirements gathering; design; development; testing and debugging; communication; organization; detail‑oriented; self‑directed. - Ability to define problems, collect data, establish facts & draw conclusions; interpret technical material; interview job applicants; understand manuals and verbal instructions; write and debug programs; prepare reports; gather, collate, classify information; cooperate with co‑workers; work independently and as a team.
- Background check via Ohio Bureau of Criminal Identification and Investigation (BCI).
- MUST have a car, valid driver’s license issued by state of residency and required auto liability insurance.
Consistent with OAC 5101:2-5-09, must be completed at employment and every ten years following. Required systems:
- State Automated Child Welfare Information System (SACWIS)
- State Child/Abuse Neglect Central Registry Check
- Ohio Bureau of Criminal Identification Investigation (BCI)
- FBI
- National Sex Offender Public website (NSOPW)
