Principal Planning Enforcement Officer – SAFE Consulting Group

Salary: £48,947 – £52,992 per annum | 37 hours per week. Permanent contract. Cirencester / Agile working.

We are looking for an experienced planning enforcement professional to lead a team of four within our Development Management and Enforcement service. You will oversee the team, manage a complex caseload of enforcement matters, drive improvement projects, mentor staff, and champion a culture of continuous improvement.

Key responsibilities include:

  • Lead and manage a team of four, providing guidance and support.
  • Handle a varied caseload of complex and high‑profile enforcement matters.
  • Drive improvement projects, modernise processes, and implement new digital tools.
  • Manage and report on team performance, mentor staff, and maintain stakeholder relationships.
  • Communicate clearly with developers, planning consultants, local residents, elected Members, policy teams, and county colleagues.

Qualifications and expectations:

  • Planning‑related degree or equivalent professional qualification with relevant on‑job experience.
  • Full membership or eligibility for the RTPI.
  • Substantial senior‑level experience (approximately 35 years). (The role is also suitable for ambitious Senior Officers ready for promotion.)
  • Ability to facilitate and manage change, resolve complex issues and complaints through negotiation, remain calm under pressure, and inspire motivation.
  • Strong organisational and communication skills.

Special conditions:

  • Full UK driving licence with vehicle access for work purposes.
  • Politically restricted appointment under the Local Government Act 1989.
