Systems Analyst​/Atlassian Administrator

Clearance Required: Active Secret or above

Location: Clarksburg, WV

Note: The candidate needs to go on‑site to pick up the equipment and should be open for on‑site meetings at the Clarksburg, WV.

• Administer and configure Atlassian Data Center products including Jira Software, Jira Service Management (JSM), Confluence, and Bitbucket.
• Customize project settings, workflows, permissions, schemes, and issue types to support team‑specific and enterprise‑wide processes.
• Provide user access control, onboarding, and role‑based permissions management.
• Serve as the primary point of contact for user support, troubleshooting tool‑related issues, and resolving service requests.
• Lead and conduct user training sessions to promote consistent tool usage and best practices across departments.
• Document and maintain Standard Operating Procedures (SOPs), support guides, knowledge base articles, and configuration change logs.
• Assist with COTS tool plugin research, evaluation, installation coordination, and general lifecycle support.
• Collaborate with Agile teams and project stakeholders to align Jira projects with Agile delivery models and sprint management workflows.
• Support Section 508 compliance activities related to Atlassian tools and user‑facing configurations.
• Coordinate with Dev Ops and technical teams for patch management, upgrade scheduling, and release readiness from a configuration and access standpoint.
• Provide process input and maintain records in support of FISMA and ATO documentation efforts.
• Maintain tool usage dashboards and compile usage reports or KPIs for leadership as requested.

• Experience administering and supporting Atlassian applications (Jira, Confluence, Bitbucket).
• Strong understanding of issue and project tracking, workflows, permissions, and service management functions.
• Experience conducting end‑user training and developing support documentation.
• Familiarity with Agile methodologies, ceremonies, and tools (Scrum, SAFe, Kanban).
• Basic knowledge of configuration management principles and change control.
• Working knowledge of accessibility compliance (Section 508).
• Excellent communication and stakeholder coordination skills.

• Atlassian certification in Jira Software Essentials or equivalent experience.
• Familiarity with scripting concepts, automation, or plugin management in Jira (Groovy, Script Runner, etc.) is a plus but not required.
• Experience supporting government or large enterprise environments.
