Overview
The Town of Clayton is seeking a Contracts and Procurement Analyst for the Finance Department. Salary Grade SG 405, starting $60,775. Work located at Town Hall Clayton, NC. The analyst manages contract administration, construction procurement, RFP/RFQ solicitations, and IT procurement in accordance with North Carolina statutes, town policy, and federal regulations.
Responsibilities- Manages complex procurement functions across all town departments.
- Provides expert consultation to procurement staff and management.
- Reviews and routes all contracts, ensuring adherence to statutory and town guidelines.
- Verifies accuracy of signature, insurance, bond documents and tracks contract execution status.
- Manages amendments, change orders, and purchase orders associated with contracts.
- Assists with construction procurement: meets department bids, attends pre‑bid meetings, reviews bids, and sends award notifications.
- Leads planning and execution of formal solicitations (RFPs, RFQs) for professional services, IT software, and maintenance.
- Coordinates with department pre‑bid/pre‑proposal conferences and facilitates evaluation committees.
- Ensures fairness, transparency, and competition throughout all procurement processes.
- Maintains thorough records of all procurement and contracting activities for audit and legal compliance.
- Supports development and maintenance of the town’s electronic contract routing system.
- Assists in training procurement staff, updating procurement policy, and providing subject‑matter expertise.
- Recommends and implements process improvements to increase efficiency and compliance within the procurement lifecycle.
- Represents the procurement division in cross‑departmental meetings and external engagements when needed.
- Serves as liaison with vendors, contractors, and consultants to clarify requirements and resolve procurement or performance issues.
- Performs other duties as assigned by the Procurement, Contracts, & MWBE Manager.
- Knowledge of public or municipal purchasing methods, principles, and legal requirements governing town purchases.
- Experience with grant awards, volume buying, and competitive bidding practices.
- Proficiency in Microsoft Office and related procurement software.
- Strong analytical and quantitative research skills; ability to apply critical thinking.
- Excellent oral and written communication, customer service orientation, and professionalism.
- Ability to administer and manage procurement processes and monitor program compliance.
- Strong computer skills with relevant software applications, including spreadsheets, databases, and Office 365.
- Bachelor’s Degree and 4–6 years of progressively responsible contracts, construction, IT procurement experience; certification as a CLGPO or equivalent desirable.
- Must have experience with financial management systems.
- Preferred:
North Carolina municipal or state government certifications, construction procurement or IT experience.
