Schedule: Monday - Friday, 8:00am – 5:00pm (some flexibility)
Are you a detail oriented person who knows the ins and outs of permitting roadways and right-of-ways? If so, your home may be in the Building and Development Review Department.
This position is responsible for the processing, review, and approval of Right-of-Way Utilization Permits, Preliminary Plats, and Bonds. The person in this role will complete technical administrative work that includes monitoring and overseeing different facets of standard public works, engineering, or site development activities. These tasks require coordination and interaction with members of the public, municipal staff, and county staff. The work requires exercising independent judgment to resolve routine situations and refer problems of a difficult or complex technical nature to their supervisors.
The position reports to a manager, supervisor, or designee.
- Assist in the review of plans, permit applications, and engineering specifications for a variety of construction projects involving roadways, driveways, sidewalks, and utilities.
- Review preliminary plats, subdivisions, and site plan drawings, using engineering criteria, survey notes and basic instructions.
- Review bonds, sureties, letters of credit, and insurance certificates in response to private construction extending into the County's public right-of-way.
- Research right‑of‑way vacating and provide backup to field personnel as needed.
- Assist with the County's record management efforts, including permit entry and tracking, bond releases, and data archiving.
- Perform related work as assigned or required.
- 3 years of technical experience in civil engineering, construction engineering, traffic engineering, or public works; or
- Associate’s degree in civil engineering or a related degree and at least 1 year of technical experience; or
- An equivalent combination of education, training and/or experience.
- Florida Driver’s License at time of hire.
- Ability to work a variety of work schedules including compulsory work periods in special, emergency, and/or disaster situations.
Knowledge, Skills, and Abilities
- Knowledge of principles, practices, and techniques of engineering.
- Knowledge of construction specifications, plans and regulations relating to public works contracts.
- Knowledge of some advanced mathematics and mathematical applications to engineering computations.
- Knowledge of principles of civil engineering as related to simple to moderately complex design procedures and engineering investigations.
- Skilled in the reading and interpretation of civil or construction blueprints and plans.
- Ability to communicate well with the public and effectively relate technical information to co-workers and superiors.
- Ability to perform technical computations and analyze engineering drawings.
- Florida Retirement System (FRS) with investment and pension options.
