TARGET ENTRY SALARY: $91,780 - $96,369 DOQ

Under limited direction, the Gas Distribution Section Manager provides leadership, management, and direct oversight of field supervisors and gas technicians for the installation, operation, maintenance, and expansion of CGS Energy’s natural gas distribution system. The role is responsible for ensuring compliance with federal and state regulations and maintaining the safe and reliable delivery of natural gas services. This position plays a key role in strategic planning, project execution, and stakeholder engagement.

Essential

Functions

Essential functions, as defined under the Americans with Disabilities Act, may include any of the following representative duties, knowledge, and skills. Essential duties and responsibilities may include, but are not limited to, the following:

  • Plans, assigns, and reviews through the Gas Supervisor-Construction and the Gas Supervisor-Maintenance, the work of construction crews, gas technicians, equipment operators, and laborers engaged in the repair and maintenance of the natural gas system.
  • Oversees field personnel and contractors engaged in the construction, maintenance, and operation of natural gas distribution systems, including CNG fueling stations, cathodic protection, regulator/gate stations, and metering facilities.
  • Plans, prioritizes, and manages short- and long-term projects for system maintenance and expansion.
  • Schedule employees’ regular and overtime work hours based on business demands and staffing requirements.
  • Develops solutions to improve the efficiency and effectiveness of various natural gas distribution operations.
  • Develops and monitors key performance indicators (KPIs) to track productivity, costs, and operational performance.
  • Ensures compliance with federal (49 CFR 192) and state (Chapter 25‑12, Florida Administrative Code) regulations; prepares and submits required reports.
  • Assist and review design plans, field surveys, and permitting documents; coordinate with engineers of record, government agencies, and joint project partners.
  • Oversees procurement processes, including bid specification development, contractor evaluation, and submittal of Purchase Requisition s in accordance with city policies and procedures.
  • Prepares and monitors budget expenditures, analyzes the relationship between budget and expenditures to ensure proper charges are being made to cover expenses.
  • Evaluates billing and work submitted, according to the contract standards; mediates and resolves conflicts, and actively participates in job completion and management.
  • Conducts hiring, onboarding, performance reviews, and personnel development; enforces the Performance & Behavior Management Program (PBMP).
  • Participates in emergency preparedness efforts, including training exercises and mock drills.
  • Schedules, conducts, and participates in management meetings to support construction, maintenance, and sales/marketing functions on an as‑needed basis.
  • Represents CGS Energy professionally with regulatory agencies, customers, and stakeholders.
  • Performs other duties as assigned.
Licenses, Certifications, and Equipment

A valid State driver's license is required.

Notary Public License is preferred.

Education and Experience

Bachelor’s Degree in Business Administration, Mechanical Engineering, Civil Engineering, or a related field; AND three (3) years of progressively responsible professional experience in gas distribution utility operations, AND to include at least three (3) years of experience in a supervisory/lead worker capacity. An equivalent combination of education, training, and experience may be considered.

Knowledge
  • Principles and practices of program and project management in utility operations.
  • Natural gas applications, energy system analysis, and industry best practices.
  • Federal, state, and municipal gas codes and compliance requirements.
  • Methods and techniques used in safety, training, and emergency response.
  • GIS mapping, atlas mapping, and as-built data management.
  • Department policies, procedures, and operational protocols.
Skill
  • Managing complex utility projects and coordinating cross-functional teams.
  • Assessing program needs, setting priorities, and tracking performance outcomes.
  • Conducting and presenting safety, compliance, and training programs.
