Housing Rehabilitation Specialist (Temporary)

BACKGROUND

The City of Cleveland Heights is an inner‑ring suburb of Cleveland, Ohio with a population of just under 45,000 people and a combined 2025 budget of over $129M. Much of the City’s budget has been allocated toward improving the City’s services related to housing, including allocation of Federal ARPA funds. The City is currently seeking a temporary Housing Rehabilitation Specialist to assist in program delivery for a one‑year period with the potential for renewal.

SUMMARY

The Housing Rehabilitation Specialist will work with the Senior Housing Rehabilitation Specialist to create detailed home renovation specifications and cost analysis for multiple programs. Incumbent will coordinate the renovation projects with contractors, homeowners, governing agencies, finances, and inspections from start to finish while complying with multiple Federal funding regulations. Incumbent will also address any complaints received throughout the project and establish a solution.

Finally, incumbent will maintain accurate records for all projects per Federal and Local requirements including invoices, checks issued, purchase orders, bid specifications, inspections, etc.

Essential Duties & Responsibilities
  • Create detailed rehab specifications for multiple City programs that encompass Housing Code violations, demolition, Lead Risk Assessments, Home repair programs, homeowner requests, and accessibility requirements.
  • Establish cost estimates for rehab specifications for multiple City programs.
  • Obtain bids from contractors for rehab specifications created and award contract to winning bidder.
  • Inspect work performed by contractor to verify all requirements have been met.
  • Monitor a contractor database to monitor required licenses, certifications, insurance, and job performance.
  • Work with homeowners and contractors to facilitate and oversee the project from start to finish.
  • Obtain final approval from homeowner at completion of project.
  • Create purchase orders, invoices and budget adjustments, and release of funds for related projects.
  • Provide lead risk assessment for down payment assistance program.
  • Coordinate projects with the City’s Planning & Development, Housing & Inspectional Services, Building, and Finance Departments as well as Cuyahoga County Board of Health.
  • Provide reports for all projects including cost totals, job performances, expenditures, and total projects.
  • Maintain required certifications for Lead Safe Contractor and continue to review all regulations updates with federally funded programs such as HOME and CDBG.
  • Uphold the City’s mission to be diverse, equitable, and inclusive as part of all housing preservation activities.
  • Maintain regular attendance and punctuality.
  • Perform other duties of a similar nature or level.
Qualifications

Knowledge Of

  • Federal, State and County building codes, ordinances and administrative orders applicable to building and construction trades.
  • Uniform housing code, building codes and/or ordinances applicable to the building trades.
  • State and Federal housing rehabilitation loan programs.
  • Rehabilitation labor, material costs and construction methods.
  • Rehabilitation construction plans and specifications.
  • The techniques and methods of housing inspection to locate health and safety concerns.

Skill In

  • Excellent customer service.
  • Communicate and use interpersonal skills to interact with coworkers, supervisor, the general public, etc., to sufficiently exchange or convey information and to receive work direction.
