This position is responsible for operating landfill heavy equipment in the construction, operation, maintenance, and repair of the landfill. This position also assists the landfill superintendent as needed in the supervision and coordination of the activities of workers involved in the operation of the landfill and recycling program.
** This position has been classified as a safety sensitive position and is subject to our drug testing policy to include pre-employment, random, reasonable suspicion and post-accident for the following prohibited substances: marijuana, amphetamines, opioids, phencyclidine (PCP), and cocaine, as well as any drug not approved for medical use by the U.S. Drug Enforcement Administration or the U.S. Food and Drug Administration.**
- Assists in supervising the daily operation of the landfill in compliance with local, state, and federal regulations.
- Makes recommendations to the superintendent in matters concerning employee relations, task scheduling and performance evaluations.
- Trains employees in new techniques and equipment for landfill operations
- Assists in monitoring daily maintenance of landfill equipment.
- Assist with the preparation of an annual budget for landfill operations.
- Monitors the city's recycling program and operation
- Receives and responds to citizen's complaints and general correspondence regarding the landfill as needed
- Provides written and verbal reports to the landfill superintendent as required.
- May be required to work weekends and holidays
- Must know procedures involved should hazardous wastes be brought into the landfill.
- Fills in for the superintendent and all of his job duties and responsibilities in case of the superintendent’s absence.
- Assist with ordering, maintaining, and ensure employees are trained and correctly use proper required Personal Protective Equipment-PPE.
- Ensures compliance with Federal, State, and Local laws, regulations and permits.
- Ensures that all division personnel are working safely and in accordance to the rules and regulations as stated in the City of Clovis Safety Manual.
- Position requires a high school diploma and five years’ experience in heavy equipment operation with one-year supervisory experience or equivalent.
- Formal training in heavy equipment and landfill operation is preferred.
- Valid New Mexico Commercial Driver's License with appropriate endorsements
- Landfill Operator Certification
- HAZWHOPER Certification
- Compost Certification
- Landfill Manager Certification (or be able to obtain within one year)
Skills and Abilities
Knowledge of:
- City of Clovis Personnel Manual, Department rules and regulations and contingency plans.
- Safe operation of heavy equipment such as graders, loaders, dozers, packers, compactors, water wagon, computer, and printer.
- Supervise Landfill operations in the absence of the Superintendent; understand and follow basic safety precautions, rules and regulations;
- Interact diplomatically with public, establish and maintain effective and cooperative working relationship with others.
- Moderately heavy work involving frequent standing, walking, balancing, bending, stooping, crouching, kneeling and squatting; pushing, pulling and lifting items weighing up to 100 pounds.
- Regular attendance is an essential function of this job to ensure continuity of services.
- Position is subject to drug testing in accordance with applicable State and Federal regulations and City of Clovis policies.
- Essential duties are predominantly performed outdoors with exposure to all types of weather conditions.
- Employee is exposed to airborne particles, potentially toxic and/or caustic chemicals, and extreme temperatures, travel from site to site, work around traffic and heavy construction equipment.
