Primary Function
Reports to the AOS Site Lead and serves as the on‑site authority for all training, qualification, and competency management functions supporting the Aircraft Operations Support (AOS) task area at NASA Armstrong Flight Research Center (AFRC). Responsible for developing, implementing, and maintaining training programs to ensure that all Yulista and subcontractor personnel performing aircraft maintenance, inspection, and support activities are properly qualified, certified, and documented.
The Training Manager ensures compliance with NASA, FAA, and AS9100/9110 requirements while promoting continuous professional development across the workforce.
- Develop and manage a comprehensive Training and Qualification Program in accordance with AFOP-8739.6, AS9100D, and contractual requirements.
- Maintain and administer Yulista’s Training Management System (TMS) to track employee qualifications, certifications, and recurrent training.
- Establish, document, and maintain a Training Plan covering all AOS personnel, ensuring compliance with PWS and NASA safety and technical standards.
- Coordinate initial, recurrent, and refresher training for mechanics, inspectors, QA, safety, and support personnel.
- Ensure alignment of training content with technical data, OEM publications, and NASA engineering directives.
- Coordinate with NASA to schedule, document, and track required SATERN courses for Government and contractor personnel.
- Oversee the delivery of technical training required by the PWS, including:
- Surface Mount Technology (SMT)
- Soldered Electrical Connections
- Cable and Harness Manufacturing
- Fiber Optic Bundle Fabrication
- Ensure the designated Technical Training Instructor maintains Level B certification in accordance with NASA‑STD‑8739.6.
- Track all certificates and records; provide documentation to the Government upon request.
- Ensure all training documentation meets AS9100D/9110, FAA, and NASA standards for competence and awareness.
- Support audits and surveillance activities by providing current training matrices, attendance rosters, and certification evidence.
- Coordinate with the Quality Assurance Manager to verify that training non‑conformances are corrected and that all inspection staff remain current on required proficiencies.
- Work with the EHS Coordinator to ensure all personnel complete mandatory safety and environmental compliance training (confined space, fall protection, lockout/tagout, hazardous materials handling, etc.).
- Support the maintenance of an OSHA‑ and NASA‑compliant safety curriculum consistent with the SHEMP plan.
- Identify skills gaps and recommend training or professional development initiatives to enhance workforce capability and retention.
- Develop and conduct “train‑the‑trainer” sessions to maintain internal instructor proficiency.
- Facilitate onboarding and orientation programs for new hires during phase‑in or expansion periods.
- Evaluate training program effectiveness using performance metrics, feedback, and trend analysis.
- Recommend process improvements to the Site Lead and Program Manager to optimize workforce readiness and reduce rework or procedural errors.
- Supervises Training Specialists and Technical Instructors assigned to the AOS Task Order.
- Coordinates with the Maintenance Manager, QA Manager, and EHS Coordinator to ensure each department’s training needs are satisfied and documented.
- Exercises authority over curriculum development, training delivery, and qualification tracking for all Yulista and subcontractor employees performing AOS work.
- In‑depth understanding of aircraft maintenance training, technical documentation, and qualification management within aerospace or military environments.
- Knowledge of AS9100/9110, FAA Part 145/65, and NASA technical training standards.
- Strong organizational skills with the ability to manage multiple concurrent training initiatives.
