A successful candidate will play an active role in the City of College Park’s existing operational success. The purpose of this position is to plan, organize, and manage the City’s grants programs and administer funding from granting agencies in support of various City projects & programs, and manage applicable Grant’s staff. Independent judgment is required to identify, select, and apply the most appropriate of available guidelines and procedures as well as interpret precedents.

The Project Engineer/Grant Manager is responsible for the submission and implementation of all grants in the City of College Park.

Responsibilities
  • Develops, writes, administers, and monitors financial activities of grant-funding opportunities to derive additional sources of income from local, state, and federal agencies or private/philanthropic resources in support of City programs or projects.
  • Develops, updates, and implements policies and procedures relating to grant administration and grant management.
  • Utilizes grant management systems as required by the respective grant and/or as developed and provided by the City.
  • Understands that grant administration includes research to assemble information including project nature, objectives/outcomes/deliverables, implementation, methods, timetable, staffing, budget, standards of performance, and evaluation for required reporting; completing project scopes and environmental reviews; monitoring fund balances and expenditures; reviewing records and files for accuracy; and other duties as required for successful grant administration.
  • Researches various media sources to identify grant funding opportunities and to determine the availability of grant funding for City departments, projects, or programs: reviews Internet websites, newsletters, publications, and other sources; researches state/federal funding programs; secures and reviews funding source documents; researches specific conditions and qualifications of each grant opportunity in relation to federal guidelines, state laws, and City policies; analyzes funding budgets for grant opportunities;

    evaluates potential applicability of specific grants for City use; determines or recommends whether to apply for various grant programs.
  • Processes grant contracts and agreements: conducts negotiations with funding sources; secures matching funds from the City.
  • Determines proposal concepts by identifying and clarifying opportunities and needs, studying requests for proposals (RFPs)/Notices of Funding Opportunities (NOFOs), and attending strategy meetings on an ongoing basis.
  • Serves as a clearinghouse resource for City statistical data.
  • Provides financial oversight for the administration of grant funds: conducts routine monitoring; prepares grant budgets, budget amendments, budget change forms, and related documents; assists in accounting for expenditures of grant funds; obtains from each grant contact person quarterly reports reflecting expenditures and reimbursement requests for the preceding period; ensures completion and submission of required financial reports in accordance with grant/contract guidelines.
  • Conducts mock audits on all grant programs prior to the end of the City’s fiscal year: utilizes results of mock audits to identify and correct problems involving accounting and reporting. Compiles or monitors administrative and/or statistical data pertaining to grant activities: prepares status reports and other related reports; maintains associated files/records.
  • Assists in the preparation of grant proposals and associated budgets by writing, revising, and editing drafts including executive summaries, conclusions, organization credentials, determining concepts, formatting information, and obtaining approvals.
  • Prepares presentations by evaluating text, graphics, and binding and coordinating printing.
  • Serves as the alternate contact person for all Federal, State, and other City grants proposed, pending, and awarded.
