** The Program Specialist I, under general supervision, supports a fire department capacity building program by serving as the primary point of contact for program participants and providing technical and financial assistance.  Responsibilities include processing applications, purchase orders, reimbursements and payment vouchers for accuracy, eligibility and compliance with policies and procedures.  The Program Specialist maintains records, enters transactions in systems such as Fire Connect, FAMIS and VFDAssist and helps educate customers on program requirements, timelines and financial processes.  

Occasional support for outreach and promotional events is also required.
** Responsibilities:**-Serve as the first point of contact for customers needing assistance with Fire Connect, providing guidance on navigation and system use.  Respond promptly and professionally to program-specific inquiries through in-person, phone or written communication.  Distribute relevant forms and information and offer clear, tailored support to help fire departments engage with programs and strengthen their operations.  Educate internal and external users on program features, benefits, timelines and expected outcomes.  

Address and resolve routine issues related to program operations and system use.

-Review and process enrollment, application, order and reimbursement documents to ensure accuracy, completeness, eligibility and compliance with established standards and procedures.  Prepare and submit vouchers and requisitions as assigned.  Enter grant-related data into FAMIS, Fire Connect and VFDAssist systems and post transactions accordingly.  Resolve customer concerns within the scope of delegated authority and maintain organized records related to grant activities.

-Assist with promotional opportunities, such as fire department ceremonies, legislative and trade show events.

-Assist and support other agency programs and activities, including emergency response operations.

-Employees with administrative duties: may require extending bending, reaching, stooping, kneeling,, squatting and sitting.  May require extended communication with visitors and employees in person, by phone or electronically.  May require infrequent travel in State vehicles with overnight stays.  May require operating computers with monitors for extended periods of time.

-Other duties as assigned.

Education:

Bachelor's degree or equivalent combination of education and experience.

Preferred Education:

Bachelor's degree in Business, Finance, Accounting, Administration or related field.

Required Experience:

None

Preferred Experience:

One (1) or more years of experience using Texas A&M University’s FAMIS and Canopy systems for processing financial transactions.  Experience in auditing, accounting, customer service or business operation with a focus on reviewing financial documents, resolving customer inquiries and maintaining compliance with applicable policies and procedures.  Familiarity with grant-related processes or public-sector program support is a plus.
