Working as the Human Resources Manager
, you can expect to serve as a personnel generalist while overseeing a wide range of human resources programs and supporting the Town's employees and leadership. You'll supervise, train, and schedule HR personnel while evaluating employee performance, recommending wage increases and disciplinary actions, participating in hiring and dismissal decisions, and monitoring personnel attendance. This position supervises the administration of the Town's retirement systems and assists employees with retirement applications, benefit calculations, actuarial data, and questions regarding retirement programs and benefits.
You'll also administer FMLA and other leave‑of‑absence programs, including eligibility determinations, employee communications, required documentation, tracking, and compliance. The Human Resources Manager leads and/or oversees employee grievance processes and internal investigations, ensuring workplace concerns are addressed fairly, consistently, confidentially, and in compliance with applicable requirements. As a subject matter expert, you'll interpret and apply laws and regulations affecting human resources operations, including HIPAA, COBRA, EEO, FMLA, ACA, and ADA requirements.
Additional responsibilities include ensuring unemployment compensation claims are reviewed and processed and representing the Town at unemployment hearings when needed; administering self‑funded and other insurance programs, including calculating premiums, preparing reports, and coordinating employee training on coverage, cost containment, and claims; and conducting periodic audits of personnel records and reports to ensure compliance with Town, state, and federal requirements. You'll also prepare personnel reports and agenda items and develop and recommend HR forms, policies, and procedures that support effective and compliant human resources operations.
Here is what you need to be considered for the position of Human Resources Manager
:
Bachelors degree with major course work in Human Resources, Business Administration, Public Administration or a related field
Seven (7) years of previous experience and/or training involving responsible personnel work, including employee programs administration or related areas at least 3 of which must have been at a supervisory level or above; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
Valid Driver’s License.
Certifications obtained through PSHRA, SHRM or equivalent certification is highly desired but not required. Excellent computer skills using spreadsheets and word processing software required. Experience using database software and HRIS systems required.
