Job Description
The Specialty Materials group is looking for a Lead Project Engineer. Located in Colonial Heights, VA, this position reports to the Electronic and Specialty Materials Capital Engineering Leader.
Responsibilities- Manage the execution of capital investments through their entire life cycles in areas assigned, including scope development, risk assessments, budgeting, engineering/design, procurement, construction execution, commissioning, startup, and project closure documentation.
- Ensure the safe execution of all projects managed or in assigned areas, working with HSE personnel to satisfy all government agency requirements.
- Integrate plant personnel into the capital project management process to meet the needs of project stakeholders.
- Work closely with business development analysts and site controllers to provide project evaluation and economic analysis of capital investments, leading to an approved Appropriation Request (AR).
- Provide support for Business Strategic Planning, the Annual Operating Plan, and Six Sigma Initiatives to develop appropriate capital plans and budgets.
- Monitor and control projects to meet AR objectives and commitments.
- Demonstrate working knowledge of Project Controls (estimating, scheduling, and cost control).
- Maintain accurate monthly, quarterly, and annual forecasting and manage capital expenditures continuously.
- Interface with key site and company personnel to maximize available resources, including site engineering, purchasing, operations, systems, business engineering, vendors, and contractors.
- Participate in Site Leadership Team meetings as the representative for Capital Project Engineering.
- Handle necessary eMOC items and PSSR requirements on assigned projects.
- Oversee maintenance and record keeping of all drawings, specifications, programs, and other documentation for managed projects.
- Advocate a strong safety awareness program, participate in construction safety audits and contractor safety meetings.
- Mentor less experienced Project Managers and Engineers.
- Oversee project teams of Solstice or contract employees.
- Deliver projects on time, in accordance with scopes and within targeted costs.
- Use SAP, Eco Sys, and project management tools to cost‑estimate, plan, and execute projects.
- Obtain approvals for Change Orders to reflect changes to project plans.
- Identify all internal and external resources for successful execution and ensure proper allocation.
- Coordinate all project activities between internal process design teams, design houses, and contractors.
- Ensure customer satisfaction requirements and final process design package standards are met.
- Regularly report project progress to managers and stakeholders, identifying cost overruns or schedule delays.
- Maintain effective communication among internal process design teams and contractors during project terms.
- Prepare bid packages and requests for quotes for materials, equipment, and services.
- Prepare work order packages for construction.
- Achieve world‑class safety performance on all assigned capital projects.
- Communicate timely and effectively at all organizational levels.
- Form and lead teams to resolve problems and apply sustained solutions.
- Exhibit excellent people and project management skills.
- Customer focus – dedication to meeting internal and external customer expectations.
- BS degree in Engineering.
- Minimum 4 years of increasingly related responsibilities in capital project management and execution processes.
- BS degree in Chemical, Mechanical, Electrical, or Civil Engineering preferred.
- Manufacturing experience in chemical plants preferred.
- Strong working knowledge of plant operations and processes preferred.
- Experience managing financial budgets, projects, troubleshooting, team building, and overall leadership.
- Experience working with contract engineering firms.
- Six Sigma Greenbelt (or Black Belt) certification or equivalent experience implementing productivity/continuous improvement projects.
- Prior experience with SAP preferred.
- Formal training and certification as a Project Management Professional (PMP).
