Overview

HDR, a top‑10 architectural and engineering firm, is installing engineering and facility management services for the U.S. Air Force Academy (USAFA) in Colorado Springs. The Energy Manager will work on‑site full‑time, beginning March 1, 2026, and will manage energy performance for the Academy’s modern facilities.

Responsibilities
  • Work with project teams to achieve energy‑efficient building and system design.
  • Collaborate with designers, architects and engineers from concept through construction documents to optimize energy performance.
  • Manage or participate in energy audits of existing buildings to identify conservation measures and reduce utility costs.
  • Participate in charrette processes and initial project meetings to discuss energy goals.
  • Recommend energy‑efficient design solutions and technologies, including lighting, HVAC, building envelope measures, advanced controls, day lighting, natural ventilation, cogeneration and photovoltaic systems.
  • Develop detailed energy models using DOE‑2 compliant software.
  • Prepare documentation required for LEED energy credits.
  • Serve as the base energy manager for USAFA.
  • Identify program energy management projects for execution via ECIP, FEMP, MILCON and ESC programs.
  • Manage ECIP and FEMP programs, including programming documents, engineering analysis, cost estimates and life‑cycle cost analyses for government submission.
  • Conduct annual facility energy and water conservation audits of at least 10% of facility square footage.
  • Validate monthly utility rates for reimbursable consumers on base and provide calculations to the Contracting Officer’s Representative and Civil Engineer Resource Advisor.
  • Prepare quarterly Energy Performance Index and Metering and Budgeting Program reports for the Civil Engineer Squadron.
  • Respond to data calls addressing current energy management items.
  • Serve as the base focal point for utility programs, compile data into the Defense Utility Energy Reporting System and submit quarterly reports.
  • Support DoD energy targets and Air Force energy reduction goals; brief the Government at energy steering group meetings.
  • Schedule, coordinate and conduct Energy Management Steering Group meetings quarterly.
  • Assist in client and stakeholder information meetings, site data collection visits, charrettes and in‑progress project reviews.
  • Plan, coordinate, staff and manage energy projects, including funding, processing and management.
  • Provide government life‑cycle cost effectiveness information for energy projects.
  • Review client sustainability and energy utilization, technology and methods; recommend improvements to achieve energy and sustainability goals.
  • Develop DD Form 1391 energy project programming documentation, including parametric cost estimates, alternatives analysis and requirement calculations.
  • Determine feasibility of alternative energy generation methods and special financing for federal energy projects.
  • Perform site visits to any USAFA location to assist with communication, standard processes and policy compliance.
  • Participate in control systems and energy master planning efforts.
  • Perform other duties as needed.
Preferred Qualifications
  • 10 years experience in DoD energy management.
  • Prior Air Force Civil Engineering Squadron experience preferred.
  • Ability to work in person on site at USAFA.
  • Background check clearance.
  • Certification by the Association of Energy Engineers.
  • Commitment to HDR’s employee‑owned culture.

Required Qualifications
  • Bachelor’s degree in Engineering, Architectural Engineering or a closely related field.
  • Minimum of 7 years experience in building energy performance.
  • Practical experience evaluating state‑of‑the‑art building designs and energy‑efficiency technologies.
  • Thorough understanding of mechanical systems and controls for high‑technology facilities.
  • Ability to develop detailed energy models with eQuest or similar simulation software.
  • Experience working within the architectural design process.
  • Knowledge of energy‑efficient commercial lighting systems.
  • Availability to travel out of state.
  • Excellent presentation, written and documentation skills.
  • Proficient with Microsoft Office.
