Description Of JobThe CDOC Budget Office provides support to the entire Department, including reporting and analyzing budgetary and financial information; preparing the annual budget request that accurately represents the financial and programmatic needs of the Department; defending the Department s request for funds with the Executive and Legislative branches; and providing business management support to all facilities and divisions in accordance with state law, fiscal rules and regulations, and generally accepted accounting principles.
This position provides technical and professional assistance to management and staff in the preparation of the annual budget request. It analyzes and formulates responses to questions from the Office of State Planning and Budgeting and the Legislature regarding the annual budget request. It prepares and tracks the allocations of the budget appropriation and provides budget and change request preparation training. It uses cost analysis techniques to tailor existing funding guidelines to meet changing agency program requirements and provides guidance to the business managers.
Primary job duties and responsibilities include but are not limited to:
- Prepare and submit the CDOC s annual budget request document to be presented to the Office of State Planning and Budgeting (OSPB) to be included in the Governor s annual budget request to the Joint Budget Committee (JBC) and the Legislature by reviewing, analyzing, refining and formulating budget proposals to include program analysis;
- Calculate line item costs (personal services, operating, lease, start-up, etc.) and work with senior budget staff in preparing budget schedules to be included in the budget request documents. Assist senior budget staff in responding to OSPB/JBC questions on specific budget requests;
- Assist with subprogram and facilities staff in development of change requests. Prepare financial schedules and cost analysis for assigned change requests. Ensure final CDOC budget document is completed for distribution;
- Approve CORE operating Expense Budgets;
- Attend budget reviews for facilities and subprograms throughout the state and coordinate the annual and mid-year budget summits. Develop the budget summit presentations;
- Recommend changes in budget requests or program guidelines to reflect changes in legislative requirements;
- Other duties, as assigned.
Experience Only
:
Seven (7) years of professional experience in budget analysis, budget development and implementation, policy development and implementation, public or private sector management or administration (including budget formulation, execution and analysis).

Experience:
Work that involves discretion, analytical skill, judgment, and responsibility for creating and applying an organized body of knowledge, typically gained through education or training at a recognized college or university; equivalent to a bachelor s or higher degree with related major; capable of applying and adapting knowledge to improve processes. - OR
