About the Department

The Department of Corrections Budget Office is responsible for the fiscal management and oversight of the $800+ million budget which funds state and private prisons; educational and vocational programs; medical, mental health, sex offender, and substance abuse treatment; supporting operations; cash funded enterprise programs; and parole/community programs. The Budget Office provides support to the entire Department, including reporting and analyzing budgetary and financial information;

preparing the annual budget request that accurately represents the financial and programmatic needs of the Department; defending the department's request for funds with the Executive and Legislative branches; and providing business management support to all facilities and divisions in accordance with state law, fiscal rules and regulations and generally accepted accounting principles.

Position Purpose

This position exists to set fiscal policy and budgetary guidelines and supervise the budget analyst unit. The basic purpose of this position is to prepare, explain and defend the position of the Department, both budgetary and legislative, to the agency, Office of State Planning and Budgeting, the JBC, or other legislative or outside groups.

Job duties and responsibilities
  • Directly supervise 5 Budget Analysts, including conducting necessary corrective actions, performance plans, grievances, interviewing, and hiring;
  • Work in conjunction with the Office of State Planning and Budgeting (OSPB) and other State agencies to formulate, revise, and develop guidelines to be included within the budget instructions.
  • Interpret the OSPB’s yearly budget instructions and common policy to guide the budget analysts in preparing the yearly budget request and change requests for the Department
  • Interpret the Legislative Council Staff instructions and common policy to guide the budget analysts in preparing fiscal note analysis on draft legislation
  • Work with the Executive team, Wardens, Division Directors, and other staff to develop budgets, operating plans, and strategic plans to ensure the Department's mission is being maintained.
  • Provide direction to the budget analysts in developing Department requests for budgetary changes in staffing patterns and operating needs associated with opening or closing facilities, Parole and Community workload issues, and other division workload issues.
  • Verify written requests are justified in a manner to provide the greatest chance of being approved at both the executive and legislative levels
  • Defend and justify the Department's budget request and mission at meetings with the OSPB and JBC as necessary
