Planner I / Planner II Recruitment

This recruitment is being conducted to fill one position, which may be appointed at either the Planner I or Planner II level depending on the qualifications and experience of the selected candidate.

NATURE OF WORK

Under general to limited supervision, assists the Planning Division in administering the provisions of the Community Development Code (CDC); assists senior planning staff on special projects in such areas as long-range planning, process improvement, development project implementation, plaza use, special events, and environmental regulations.

DUTIES AND RESPONSIBILITIES Planning and Permitting
  • Manage and review administrative planning applications and permits (Class 1, Class 2, others). Under supervision of senior planning staff, drafts and issues Notice of Actions (NOAs) based on administrative determinations.
  • Under limited supervision of senior planning staff, manage and review Design Review Board planning applications and permits (Class 3, Class 4, Class 5, Subdivisions, Rezonings, others). Draft staff memos assessing applications’ compliance with Community Development Code (CDC) regulations, other applicable regulations and plans. Presents findings and recommendations to the Design Review Board and Town Council. Draft and issue Notice of Actions (NOAs) based on Review Authority decisions.
  • Helps draft and execute various legal agreements such as development agreements, encroachment agreements and license agreements in coordination with the Town attorney.
  • Provides technical support to senior planning staff in the management and review of other application types as needed. Administers special programs and projects as assigned.
  • Conducts field inspections to verify projects comply with approved plans and conditions as documented in the issued NOA.
  • Evaluates Building Permit applications to determine compliance with approved plans and conditions as documented in the issued NOA. Evaluates building permit submittals to determine housing mitigation fees, water tap fees, and other determinations as needed.
  • Supports current and long-range planning through the preparation and monitoring of planning data. Produces data compilations and visualizations to support planning studies in areas such as population, transportation, housing, traffic, land use, zoning, permitting, historic preservation, proposed subdivisions and public utilities. Prepares other graphic and engagement materials as needed.
  • Supports engagement and communication efforts, including participation in meetings with government officials and community groups; provides information to other Town departments; coordinates with various regional government organizations community groups, State and Federal agencies; attends public meetings and presents information on regional planning and zoning issues.
  • Assists with Subarea Planning efforts in conjunction with other regional entities.
  • Lead intermediate planning projects that require the synthesis of information from planning studies; analysis of technical and statistical information; interpretation of detailed maps and aerial photos; and historic and legal research.
  • Development and maintain effective working relationships with the general public, officials and personnel from other agencies.
  • Maintains a knowledge and understanding of current events and projects in the region to reasonably evaluate contextual and politically sensitive issues.
  • Effective and accurate public speaking and presentation skills.
  • Additional duties as assigned.
Administrative
  • Provides technical support to Community Development department as needed.
  • Assists with record retrieval for Colorado Open Records Act requests.
  • Coordinate and track Planning and Design Review in Open Gov and with staff including scheduling of appointments and inspections.
  • Prepares a variety of correspondence, public communications legal documents, meeting agendas, meeting minutes, and memoranda with accuracy and concision.
  • Ensures that all documents are prepared accurately and in accordance with departmental standards.
  • Maintains departmental files, records and documentation;
    Assist the Town Clerk’s office with record requests pertaining to building and design documents as necessary.
Office Management and Customer Service
  • Provides information and technical assistance to applicants, other agencies and the public regarding the rules, regulations, policies and procedures for a wide variety of municipal planning activities.
