Description Of Job Organizational PurposeEnforce statutes and rules for agricultural programs providing human health, environmental and consumer protection. Responsibilities include pest surveys and enforcement of the Seed Potato Act, Industrial Hemp Act, Organic Certification Program, Seed Act, Nursery Act, Pest Control Act, quarantine measures, and export certification programs (Phytosanitary).
Major Objectives Of The Position- Act as program coordinator for issuing federal and state phytosanitary certificates.
- Maintain Accredited Certifying Official (ACO) status with USDA‑APHIS to issue federal phytosanitary certificates for international export.
- Support interstate and international export requirements for plant commodities.
- Review inspection protocols, conduct inspections, and issue certifications.
- Collaborate with program managers, inspectors, and stakeholders.
- Coordinate with USDA‑APHIS‑PPQ to implement export certification program and maintain MOU for federal certification.
- Develop procedures, fee structures, and inspection protocol.
- Maintain ACO status through continuing education and reaccreditation exams.
- Research export requirements and prepare/issue certificates for multiple commodities daily.
- Serve as primary liaison for nurseries and commodity growers; administer testing documentation and contracts.
- Train staff and provide procedural guidance.
- Implement federal phytosanitary certification service and state plant health certificate.
- Determine inspection or verification needs for export requirements.
- Track inspection needs and manage compliance agreements.
- Train inspectors and provide field support.
- Oversee preparation and issuance of export certificates.
- Manage export certification programs including nursery and seed labeling standards.
- Support environmental protection and support distribution of live plants, nursery stock, and seeds.
- Implement statutes, requirements, and program objectives.
- Coordinate with other agencies on contracts and testing.
- Train staff and maintain certification status.
- Maintain databases and report to stakeholders.
- Colorado resident at time of application and will remain resident.
- In‑person position; hybrid office work possible.
- Must have a valid Colorado driver’s license.
