The City of Colton Electric Department has an immediate opening for a Utility Resources Analyst. DESCRIPTION:
Under the direction of the Utilities Planning Manager, performs administrative, technical, analytical, financial management, accounting, utility billing and related duties in budget and power resource administration; provide technical and analytical support in the City’s resources contracts and agreements, participates in regulatory, legal, and project administration efforts to support real-time and day-ahead wholesale power market operations.

DISTINGUISHING CHARACTERISTICS:
TheUtility Resources Analyst is a journey level class responsible for the financial analysis and power resource administration of the electric utility operations. This class is distinguished from the Utilities Planning Manager by the full range of complex financial and analytical tasks associated with budget and power resource administration. Provides support and back up to the Utilities Planning Manager.

SUPERVISION EXERCISED:
May exercise technical and functional supervision over lower level staff.EXAMPLES OF ESSENTIAL FUNCTIONS: The following duties ARE NOT intended to serve as a comprehensive list of all duties performed by all employees in this classification, only a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.
  • Prepare, analyze and submit monthly and annual financial reports and oversee the work of others in the preparation of reports and analysis including oversight of the electric utility budget.
  • Preparation of monthly analysis of electric utility showing revenue by class, consumption by class and related statistics, including reconciliation of power bills, generation costs and energy deliveries.
  • Prepare and submit monthly, quarterly and annual financial reports.
  • Identify, support negotiation of, and assist in the evaluation of assigned contracts including demand side management, planning, purchase and sale, transmission purchase and sale and settlement agreements.
  • Provide assistance with financial forecasts and track budget versus and expenditures.
  • Support and assist City with utility industry federal, state, and local regulatory activities.
  • Assist with modeling, analysis and growth forecasting of City load demand patterns and resource utilization incorporating financial impacts.
  • Participate in the development of utility policies, resource planning, resource evaluation and development, and assist in the formulation of operating and management practices and procedures.
  • Review departmental purchasing requisitions for completeness, accuracy, cost effectiveness and adherence to standards, codes, City policies and procedures, and availability of funding.
  • Write and prepare reports, presentations, and various materials for Council meetings.
  • Research, compile and analyze data for special projects and various reports.
  • Prepare agreements, contracts, ordinances, resolutions, legal documents, and reports in accordance with City standards and procedures.
  • Prepare and track capital work orders and fixed assets.
  • Represent the division at professional forums and meetings.
  • Establish good working relationships with outside agencies, consultants, regulatory bodies and professional trade associations.
  • Train division, technical, and administrative support staff as necessary.
  • Maintain prompt and regular attendance.
  • Perform other related duties as required.
TRAINING AND EXPERIENCE:
A typical way to obtain this knowledge and abilities would be:

Education: Bachelor’s degree from an accredited college or university in accounting, business administration, finance or a closely related field.
AND
Experience: Two years of directly related experience in governmental accounting and power resource planning, transactional analysis.
