The University of Nevada, Las Vegas (UNLV) invites applications for Purchasing Analyst, Financial Services [R0153788].
Role of the PositionUnder the direction of the Executive Director, Purchasing Manager, or Senior Purchasing Analyst the Purchasing Analyst is responsible for administering a wide range of procurement activities, including competitive solicitations, purchase orders, and contract management. This position independently performs procurement functions in compliance with Nevada System of Higher Education (NSHE) policies, Nevada Revised Statutes (NRS), UNLV policies and procedures, and public procurement best practices.
The Purchasing Analyst supports departmental, divisional, and university objectives and goals, while providing high-quality service to campus stakeholders.
Primary Responsibilities- Administer procurements including RFIs, RFQs, RFPs, IFBs, sole source procurements, purchase orders, construction solicitations, and contracts.
- Prepare, negotiate, award, and administer contracts for goods and services throughout the full contract lifecycle.
- Review, create, issue, and manage purchase orders and change orders, ensuring accuracy, compliance, and closeout.
- Conduct market research and proactively assess opportunities to consolidate individual requests into campus-wide procurements to improve efficiency and pricing.
- Ensure compliance with legal, insurance, and regulatory requirements in all procurement and contracting activities.
- Coordinate and lead pre-bid meetings, job walks, bid openings, evaluations, negotiations, and award recommendations.
- Expedite orders and resolve supplier or departmental disputes in a timely and fair manner.
- Support major procurement projects and ongoing contract administration efforts.
- Provide responsive, solutions-oriented customer service to faculty, staff, and external suppliers, serving as a knowledgeable resource on procurement policies, procedures, and available contracts.
- Identify opportunities to achieve measurable cost savings and cost avoidance through competitive sourcing, contract consolidation, negotiation strategies, and proactive procurement planning.
- Contribute to measurable cost savings and cost avoidance by evaluating requisitions, identifying cooperative or existing contract options, requesting cost reductions, or obtaining additional quotes when appropriate.
- This position requires a Bachelor's Degree from an accredited college or university as recognized by the United States Department of Education and/or the Council on Higher Education Accreditation (CHEA) and 2-4 years of purchasing experience. Credentials must be obtained prior to the employment start date.
- In lieu of a bachelor’s degree, applicants may qualify with four additional years of relevant experience, or with an associate's degree plus two additional years of relevant experience.
Higher Education or public procurement experience preferred, especially within the State of Nevada.

SalarySalary range is $70,000-$75,000. Unable to offer more than stated salary.
