ISSJ III– HUMINT Targeting Specialist (HTS) – Subject Matter Expert (SME)

As a HUMINT Targeting Specialist, you will support USSOCOM in conducting HUMINT and intelligence missions.

Responsibilities include:

• Data collection, analysis, coordination, and reporting for HUMINT planning and execution.
• Adaptive planning to identify knowledge and capability shortfalls.
• Integration, synchronization, and prioritization of HUMINT missions to ensure compliance with DoD guidance.
• Development of prudent courses of action to resolve emergent HUMINT issues and support long‑term benefits for HUMINT operations.
• Ensuring HUMINT activities maintain compliance with applicable laws, policies, and guidance.

• A minimum of eight (8) years of experience in an analytic or targeting capacity within a National Intelligence Agency, Combatant Command staff, or DoD operational units.
• No less than five (5) years of experience performing targeting support to HUMINT operations or programs.
• Graduate of any one or combination of Targeting Foundations Course (TFC), HUMINT Targeting Training Seminar (HTTS), Joint HUMINT Analysis and Targeting Course (JHATC), or legacy equivalents (FHTC, AHTC, TNPC, OHTC).
• Advanced skills in the Intelligence Cycle, HUMINT Targeting Cycle, HVI Targeting, Human Factors Analysis, Human Terrain Analysis, Social Network Analysis, and Patterns of Life Analysis.
• Expert knowledge of HUMINT theory, doctrine, rules, regulations, directives, systems, concepts, methodologies, and relevant skills related to HUMINT targeting operations.
• Expert knowledge in the application of tradecraft, tools, and methods to collect, analyze, and integrate complex information related to HUMINT targeting.
• Advanced understanding of HUMINT operations to assist in the development and implementation of HUMINT collection, lead generation, management, planning, and exploitation.
