Manages and coordinates the administration of fiscal, human resources, and administrative functions for the Bureau of Environmental Services. Supervises administrative and clerical staff; develops and administers the operating budget for a large Maintenance and Operations group; monitors compliance with established policies and procedures; recommends and develops new or improved operational methods; conducts research projects and prepares a variety of complex reports.

Performs advanced professional level administrative work, which may include supervisory responsibility, under general supervision from an administrative or technical superior. Work includes the analysis and coordination of complex administrative matters; researching, reviewing, and analyzing legislative, budget, personnel, purchasing and policy issues; and supervising one or more major functional office programs or activities. Responsibilities- Manage a variety of administrative functions:
Personnel, Purchasing, Accounting/Budget, Correspondence, Training, etc. - Develop operating budget consistent with Bureau's objectives and plans. Administer approved budget, monitor and analyze expenditures and trends.
- Assist in development of Capital Budget.
- Conduct research and analytical studies, prepare a variety of reports, charts, graphs, tables that include cost analysis, comparative financial data, and informational data to support findings.
- Coordinate the collection and preparation of operational reports on budget, expenditures, time, attendance, etc.
- Provide guidance to the Bureau on County’s and Department’s Policies and Procedures.
- Analyze, develop, and update administrative, functional or operational methods for consistency with County, Departmental, and Bureau policy.
- Manage and oversee Human Resource functions for the Bureau to include but not limited to, recruitment, hiring, personnel actions, workman’s compensation, FMLA, and payroll.
- Manage and oversee all fiscal functions for the Bureau to include but not limited to, procurement, accounts payable, contracts, and agreements.
- Oversee Administrative Staff to provide customer service to the citizens of Howard County.
