About the Role

Helpful Hearts Health Services Inc., a Maryland DDA-licensed provider serving adults with intellectual and developmental disabilities, is seeking an experienced and motivated Program Manager to oversee the daily operations, quality, compliance, and continued growth of our programs.

The Program Manager will oversee Residential Services, Supported Living, Community Development Services (CDS), Employment Services, Personal Supports, Respite, Transportation/OHCDS, and related services.

This position requires a strong leader who can effectively manage staff, ensure high-quality person-centered services, maintain regulatory compliance, and build relationships with Coordinators of Community Services (CCS), families, and community partners to support referrals and program growth.

Key Responsibilities
  • Oversee daily operations across all agency programs, ensuring safe, effective, and person-centered service delivery.
  • Supervise and support Program Coordinators, House Managers, the CDS/Employment Services Coordinator, and other designated program leads.
  • Monitor staffing, scheduling, service documentation, Person-Centered Plan implementation, and overall program performance.
  • Ensure reportable incidents are properly documented, escalated, reported within required time frames, and followed through to resolution.
  • Conduct regular visits to residential homes and program sites to monitor service quality, staff performance, and compliance.
  • Build and maintain strong relationships with CCS, families, guardians, referral sources, and community organizations

  • Represent the agency at Transitioning Youth (TY) fairs, resource fairs, provider meetings, and community outreach events to promote services and increase referrals.
  • Collaborate with the admissions team to coordinate referrals, intake meetings, tours, and new admissions while considering program capacity.
  • Work closely with Quality Assurance and executive leadership to address incidents, compliance concerns, corrective actions, and operational challenges.
  • Provide regular updates to executive leadership on program performance, staffing, referrals, growth opportunities, and unresolved concerns.
  • Participate in management on-call responsibilities and respond to urgent operational matters, including evenings and weekends, as needed.
Qualifications Required
  • Bachelor's degree in Human Services, Social Work, Psychology, Healthcare Administration, or a related field; equivalent relevant experience may be considered.
  • Minimum of five years of relevant experience
    , including at least two years in a supervisory or program-management role.
  • Strong leadership, communication, organizational, problem-solving, and follow-through skills.
  • Ability to manage multiple programs, staff, priorities, and deadlines effectively.
  • Valid driver's license, reliable transportation, and willingness to travel between program locations and community events.
Preferred
  • Management experience with Maryland DDA-licensed provider
    .
  • Knowledge of DDA regulations, Person-Centered Planning, incident reporting, and residential and community-based services.
  • Experience working with CCS, referral partners, and community outreach initiatives.
  • Experience overseeing multiple programs and supporting program growth.
