GENERAL STATEMENT OF JOB
The overall purpose of the class is to be responsible for coordinating and supervising the accounting and financial activities of the Finance Department; to ensure accurate and effective accounting operations; to oversee the general ledger; to maintain accurate financial reporting; to perform supervisory and complex, administrative, and fiscal control duties in the Finance Department; and to assist with preparation of the Comprehensive Annual Financial Report (CAFR).
This position monitors revenue; reviews accounting charges; oversees the accounting function of the County with minimum supervision; coordinates and supervises three accountant positions which provide maintenance and review of all the different funds; reviews and post journal entries; reviews reconciliations; does monthly, quarterly, and annual closings; assists in the completion of the ACFR to meet County deadlines; and performs assigned tasks.
This includes motivating and managing the departmental staff and giving general direction to the Department on specific issues/problems; assisting in reviewing and reconciling employee problems; assigning, reviewing, and planning the work of the Department; maintaining departmental standards; allocating personnel; selecting new employees; and making recommendations regarding employee discipline as required. The position regularly advises other County departments and agencies within the County on required financial policies, practices, and procedures, regularly interacts with state/federal agencies, and attends Council/budget meetings as required.
The incumbent may assume the duties of the Finance Director in his/her absence. This position may also be required to perform specific assignments.
SPECIFIC DUTIES AND RESPONSIBILITIES
Essential Functions:
- Coordinates with the Assistant Finance Director in timely preparing and implementing the annual audit and Comprehensive Annual Financial Report to meet County guidelines and policy.
- Ensures compliance to general accepted accounting principles (GAAP).
- Regularly directs, monitors, and reviews all accounting entries, detail ledger actions, bank reconciliations, cash receipts processing, invoicing, and various other financial records and documents; reviews all expenditures on a weekly basis in order to ensure proper, complete and accurate booking(s) of all County expenditures within required accounts.
- Is responsible for the reconciliation and analysis of all County departmental accounting records which involves reviewing, analyzing, and verifying the accuracy of the documentation to ensure that County accounting records meet required standards.
- Reviews expense account reconciliation to ensure accuracy and meeting of established County standards.
- Has responsibility for researching and resolving accounting/financial issues posed by County directors, Council members, or others to ensure resolution of issues or concerns.
- Establishes and maintains related procedures and policies.
- Audits internal accounting/departmental operations to determine compliance with County policies/standards and to meet the expected level of efficiency required of the Department; assists in completing ACFR.
- Supervises Department personnel which involves such duties as: instructing, assigning, reviewing, and approving work; maintaining standards; acting on employee problems; selecting new employees; appraising employee performance; and recommending promotions, discipline, terminations, and salary increases.
- Evaluates and assists in developing departmental procedures and operations for financial accountability.
- Communicates with other departments about outstanding items, other governmental agencies, County employees, and elected officials in matters relating to the County's financial operations.
- Prepares and assists in the preparation of annual operations and capital budgets.
- Prepares and inputs the notes of the CAFR.
- Prepares the chart of accounts; sets up funds and organization.
- Assists the external auditor in the compilation and analysis for the yearly amounts.
- May assume the responsibility for the Department in the absence of both the Finance Director and Controller.
- Receives and reviews information from departments, financial data from system, department budget requests, high dollar invoices, requests for checks, and receipts of revenue, etc.
- Helps implement new systems.
- Assists in approving new object codes of budget lines.
- Prepares, enters, approves, and/or posts journal entries, budget amendments, cash transfers, checks and bank deposits, EDP general and ledger accounts, annual budget, Comprehensive Annual Financial Report, and financial statements.
