This role partners with Client Partnerships / Capture Management, Project Executives and Proposal Managers to transform opportunities into fully defined de-risked, and commercially viable contracts.
The TPM leads solution development and technical definition of opportunities, while partnering with external Proposal Managers to translate technical solutions, capture strategy and technical inputs into compliant, high-quality proposal submissions.
This is a hands-on role: the TPM both owns the technical position and performs the work to develop it, as outlined in the essential functions.
Points of responsibility include:
Early Concept Development & Engineering Ownership- Own the development of early-stage concept models, technical solutions, and preliminary system architectures, in coordination with SMEs and engineering resources, to translate client needs into viable, buildable project concepts.
- Lead the maturation of conceptual designs into structured Basis of Design (BoD) outputs that support scope definition, constructability, and execution planning.
- Drive iterative concept development through multiple solution pathways (options analysis), ensuring alignment between technical approach, cost, schedule and client objectives.
- Develops early ROM Costings and Presentations in coordination with PX/Eng.
- Develop and review preliminary engineering calculations (e.g., ventilation and LEL dilution, dust collection, compressed air, airflow) and concept documentation (P&IDs, PFDs, general arrangements) to support the Basis of Design and pricing.
- Lead the identification and early mitigation of technical, execution, and commercial risks through structured concept development and engineering validation.
- Ensure that all proposed solutions are grounded in realistic construction methodologies, site conditions, and operational requirements.
- Lead early engagement with subcontractors, vendors, and internal SMEs to validate assumptions, inform pricing, and proactively eliminate downstream execution risk.
- Lead technical review of client RFQ/RFP packages, including specification compliance, scope gaps, clarifications and exclusions, and technical bid conformance.
- Translate early concept models into actionable cost frameworks, enabling progressive budget refinement from ROM through detailed pricing.
- Drive alignment with Client Partnerships and Project Executives to ensure technical solutions are fully integrated with commercial strategies balancing competitiveness with execution certainty.
- Support Project Management, engineering, and sales teams in developing the initial detailed cost buildup.
- Prepare vendor and subcontractor RFQs, level bids, and identify long-lead equipment and schedule-driving items.
- Serve as the primary internal owner of all technical, scope, and cost inputs into the proposal process.
- Partner with external proposal management (e.g. Shipley Assoc.) to ensure accurate translation of solution, pricing, and execution strategy into proposal deliverables.
- Review and validate proposal content for technical accuracy, completeness, and alignment with Basis of Design (BoD).
- Ensure all proposal inputs are delivered on time, at required quality, and aligned with capture strategy.
- Lead alignment across Sales, Project Executives, Engineering, and Procurement, ensuring all stakeholders are operating from a single, validated technical and commercial position.
- Surface and resolve conflicts between technical, commercial, and execution positions before proposal kickoff.
- Own readiness of all technical, cost, and execution inputs prior to proposal development kickoff.
