The role involves researching, analyzing, revising and implementing kinship and adoption policies, procedures, and programming.
CoreJob Duties Research and Analysis
- Federal regulations, Ohio Revised Code, pending legislation and data collection.
- Ohio Administrative Code rules for impacts and cross‑over on kinship and adoption policies and programming.
- Stakeholder feedback – gathers input from various stakeholders (public and private child serving agencies, associations, those with lived experience, community service providers, child advocacy groups).
- Develop Ohio Administrative Code rules (e.g., administrative, screening/intake, assessment/investigation, case planning, review requirements for PCSAs).
- Follow rule drafting and filing guidelines per the Ohio Legislative Service Commission.
- Provide expertise, technical assistance, and training for consistent practice application.
- Develop policy and practice guidance documents and other resources.
- Develop assessment and planning tools for kinship and adoptive approval, certification, placement, and services.
- Communicate with agencies and stakeholders to address child protection policy and programming.
- Respond to inquiries from citizens, stakeholders, PCSAs, federal and state partners.
- Provide presentations and trainings on kinship and adoption subjects (e.g., adoption certification, homestudy, matching, recruitment, Ohio Adoption Grant Program, Post Adoption Special Services Subsidy, Kinship Services, Kinship Supports Program, State Kinship Guardianship Assistance Program, Kinship Permanency Incentive Program, State Adoption Maintenance Subsidy).
- Evaluate service delivery and recommend improvements.
- Communicate through various platforms to promote programs and services.
- Collaborate with various sections within the office.
- Facilitate and/or participate in staff meetings, trainings, and conferences.
- Operate personal computer and applicable software.
- Knowledge of kinship and adoption services policies and programs.
- Kinship and adoption governmental laws, rules, regulations, and procedures.
- Resources applicable to kinship and adoption.
- Understanding of kinship and adoption barriers, issues, concerns.
- Active listening.

Unless required by legislation or union contract, starting salary will be step 1 of the salary range. New hires advance to the next step after 6 months and annually thereafter. Additional longevity supplements begin after 5 years.

At Hire; 6 months; 18 months; 30 months; 42 months; 54 months; 66 months; 78 months. - Pay Range (weekly steps):
Step 1 ($34.96/Hour, $72,717/Year), Step 2 ($36.65/Hour, $76,232/Year), Step 3 ($38.49/Hour, $80,059/Year), Step 4 ($40.32/Hour, $83,866/Year), Step 5 ($42.29/Hour, $87,963/Year), Step 6 ($44.39/Hour, $92,331/Year), Step 7 ($46.55/Hour, $96,824/Year), Step 8 ($48.90/Hour, $101,712/Year).
The final candidate selected for the position will be required to undergo a criminal background check. Criminal convictions do not necessarily preclude an applicant from consideration.
RequirementsCompletion of undergraduate core program in social or behavioral science, health services public administration, public policy management or comparable field; 36 months experience in researching, developing or implementing policies related to social services, health services, public policy or comparable field; 12 months training or 12 months experience in research methodology, measurement & testing, analysis of variance & survey sampling; 6 months training or 6 months experience in use of computer hardware & software used for spreadsheets, statistical analysis, graphics presentation & word processing.
Or completion of graduate coursework in comparable field; 24 months experience in researching, developing or implementing policies related to social services, health services, public policy or comparable field; 6 months training or 6 months experience in use of computer hardware & software used for spreadsheets, statistical analysis, graphics presentation & word processing.
Or 24 months experience as Human Services Specialist 2, 69452.
