Public Health, Research Scientist

The Bureau of Maternal, Child, and Family Health (BMCFH) is looking to fill this role that plays a critical part in advancing the bureau’s initiatives by leading complex research and evaluation efforts that inform public health programs and policy decisions.
What You’ll Do- Lead the design, coordination, and execution of complex research and evaluation projects supporting BMCFH programs.
- Independently develop research methodologies, including qualitative and quantitative approaches, surveys, and evaluation instruments.
- Analyze large and complex datasets using advanced statistical techniques to assess program effectiveness, outcomes, and participation.
- Manage data collection, quality control, and database management for bureau‑wide research initiatives.
- Apply statistical software tools such as SAS and SPSS to conduct multivariate analyses, projections, and rate calculations.
- Integrate and link state and national public health datasets to generate meaningful, user‑friendly reports.
- Prepare clear, actionable research reports, presentations, and data summaries for leadership, advisory councils, funders, and stakeholders.
- Serve as a subject matter expert and technical advisor on research, evaluation, and data interpretation.
- Collaborate with internal programs, state agencies, academic partners, and external organizations on shared research efforts.
- Support performance measurement, results‑based accountability, and continuous quality improvement initiatives.
- Contribute to grant and cooperative agreement development by providing research design and evaluation components.
- Conduct literature reviews and respond to internal and external data and information requests.
May require travel.
Position Qualifications- 24 months of training or 24 months of experience in planning and conducting research studies using operational, mathematical, analytical, and/or statistical research techniques and preparing related reports.
- OR 12 months of experience as a Researcher 2 (position 66922).
- OR equivalent of the minimum class qualifications for employment noted above.
- Bachelor’s or advanced degree in Statistics or a related field (e.g., Public Health, Epidemiology, Early Childhood).
- Experience with computer software such as Microsoft Office (Word, Access, Excel, PowerPoint).
- Experience working with statistical software (SAS, SPSS).
- Experience conducting statistical analysis.
- Experience writing technical reports using health‑related data.
- Experience developing and delivering presentations.
- Experience working with maternal and child health programs.
- Experience monitoring and developing program evaluation instruments (surveys, performance metrics).
- Experience with various research methods (literature reviews, web‑based reviews, surveys).

Schedule:
Full‑time, Monday – Friday, 8 am – 5 pm.
Union: OCSEA.
Compensation: $30.55 per hour (approximate).
