Job Description

The Ohio Department of Administrative Services (DAS) seeks an HCM Service Assurance PM/Lead (IT Consultant
3) to act as the primary interface for the Ohio Administrative Knowledge System (OAKS) HR/Payroll systems. The role ensures contract adherence, manages stakeholder relationships, translates business requirements into system solutions, oversees projects, leads a small IT operations team, and acts as a project manager for OAKS HR/Payroll system modules.

Responsibilities
  • Ensure contract adherence for MSV execution, service delivery, and overall performance across the portfolio of projects and day‑to‑day operations.
  • Proactively manage the business/customer relationship.
  • Understand business priorities and portfolio of business initiatives to manage customer expectations and set OAKS priorities.
  • Work with business stakeholders and MSV personnel to translate business requirements into system solutions including technical designs for enhancements, statements of work, and change order requests.
  • Oversee requirements analysis and documentation.
  • Coordinate use of MSV discretionary hours for enhancements.
  • Develop Requests for Proposals, Statements of Work, and Change Requests for procured project services.
  • Provide relevant OAKS HR/Payroll systems support status reports.
  • Communicate OAKS operational events, priorities, deadlines, and outages.
  • Study and approve requests for enhancements to OAKS HR/Payroll system modules.
  • Lead capacity planning and pipeline management.
  • Review and approve production migrations.
  • Act as an escalation point to resolve serious HR/Payroll system issues.
  • Give direction to lower‑level State and 1099 Contractor IT personnel who work in coordination with the MSV to support OAKS systems and operations.
  • Help guide overall day‑to‑day HR/Payroll operations and schedules.
  • Drive collaboration with key business, MSV, Security, and other critical technical stakeholder organizations in support of business/technology operations and issue resolution.
  • Help resolve system issues and ensure that service level agreements are met.
  • Proactively identify and implement service improvements in operational delivery processes.
  • Manage or oversee multiple projects, monitor progress, attend meetings, provide status reports, develop, implement, and enforce program and project policies and procedures.
  • Oversee project financials and vendor contract compliance, participate in review and approval of vendor estimates, study and approve project deliverables, coordinate business resource needs, capacity planning, and pipeline management.
  • Perform overall project scheduling coordination and support business functional testing efforts.
Qualifications
  • Completion of undergraduate core program coursework in information technology, electrical engineering, or telecommunications; 5 years experience in information systems analysis, design & operations; 18 months experience in project/program management; 2 courses or 6 months experience in budgeting.
  • Or 12 months experience as Information Technology Consultant 2, 64162.
  • Or equivalent of Minimum Class Qualifications for Employment noted above.
  • Knowledge of Project Management, Application management/outsourcing experience, Computer Science.
  • Skill in People Soft Human Capital Management, MS Office 365 suite, verbal and written communication skills in large/complex organization, timekeeping systems, document management systems, hiring and learning management systems, Tier‑One System Integrator firm providing People Soft/Oracle professional services.
  • Ability to interface and resolve issues across all levels of an organization; upgrade and/or application patch, bundle, or image experience.
