The full performance level class works under general supervision & requires considerable knowledge of social science or public administration & advanced research & statistical methods/techniques in order to formulate & implement policy for specific reporting &/or research programs to maintain agency-specific statistical information under direction or as part of team. Skills of statistical & research methods/techniques:
Research methods including sampling theory, survey research, experimental, quasi-experimental or non-experimental research design; A variety of methods and approaches to empirical analysis that have in common the purpose of describing, explaining, or evaluating public policy, and ability to test and construct hypotheses about human behavior. Consult with agency personnel on the metrics, processes, and reporting needed for assessing effectiveness, efficiency, and Return on Investment related to children and youth.

Write plans for the evaluation of programs, initiatives, or agency investments for supporting children, empowering families, and uplifting communities. Evaluate the impact of data collected, analyzed, and reported on the mission of DCY, which is to promote positive, lifelong outcomes for all Ohio youth. Assess the value of, and make recommendations for, the use of tools used for screening, assessment, and evaluation across family and child-serving programs to contribute unbiased, systematic, and data-driven information for future planning.

Qualifications

Completion of graduate core coursework in social science or public administration with at least 6 courses in advanced statistics & statistical analysis & research theory, design & methodology, (i.e. earned at undergraduate or graduate level); 12 mos. exp. in application of advanced statistics & statistical analysis & research theory, design & methodology; 6 mos. trg. or 6 mos. exp. in use of computer hardware, software used for spreadsheets, statistical analysis & graphics presentation & word processing.

Supplemental Information

Unless required by legislation or union contract, starting salary will be the minimum salary of the salary range 32 (step 1, currently $29.23 per hour) associated with this position.

Proficiency Instruments/Assessments may be required for this position;
Applicant must demonstrate proficiency with a passing score to move on to the structured interview portion. Regardless of a passing or failing score, all results will be maintained for 6 months. Applicant with a passing score will be retained and utilized this 6-month period. Applicant with a failing score in the same classification may not re‑take the same selection assessment for this 6-month period.
