We are delighted to announce a major new contract win with Welsh Water, supporting them over the next four years and beyond, delivering proactive and reactive maintenance of their Wastewater Network.

We are seeking an experienced Senior Streetworks Compliance Technician to join our team. In this role, you will audit site photos for Welsh Water works and provide support to the UU Wastewater contract when . Your work will ensure full compliance with NRSWA 1991, TMA 2004, and relevant Welsh noticing requirements.

You will produce clear pass/fail compliance reports and ensure all photographic evidence is robust enough to support or challenge fines and defects issued by Highway Authorities.

The role also includes investigating Section 74 charges, FPNs, and defects, assessing them against current legislation, and challenging or mitigating liability where appropriate. Additionally, you will process agreed Section 72 defects through the client’s Eton system.

Key Responsibilities Defects Management
  • Monitor Street Manager and associated API systems for Section 72 defects issued by Highway Authorities (HAs) and manage the full lifecycle of the backfill process within SUS.
  • Process and manage all external defects issued by HAs, ensuring timely action and resolution.
  • Review charges and HA comments relating to Section 72 defects, verifying accuracy and escalating discrepancies where .
Compliance Oversight
  • System‑monitor real‑time photos captured by SUS gangs to ensure compliance with statutory requirements, including NRSWA 1991, TMA 2004, and Welsh noticing schemes.
  • Upload and correctly log photos received from onsite teams into relevant systems.
  • Challenge failures and non‑compliance where justified, using supporting evidence and current legislation.
  • Validate all permit‑related charges (including variations), ensuring deadlines are met to avoid default acceptance.
  • Check and review Fixed Penalty Notices (FPNs) and Section 74 charges, providing accurate liability/mitigation feedback to SUS managers.
Reporting & Performance Improvement
  • Produce and support the creation of performance reports for SUS activities, analysing trends and identifying areas for improvement.
  • Assist in developing action plans to enhance performance levels across all Streetworks compliance measures.
  • Update and maintain spreadsheets and audit logs to track follow‑up audits and compliance actions.
Team & Cross‑Contract Support
  • Support the Streetworks Compliance Manager/Director and other members of the Streetworks Team as .
  • Work effectively across various SUS contracts and systems, adapting to different processes and requirements.
  • Contribute to a collaborative Streetworks and compliance function, assisting colleagues across multiple regions and contracts.
Training & Qualifications
  • Strong understanding of the New Roads and Street Works Act (NRSWA) 1991 and all relevant Codes of Practice.
  • Knowledge of Welsh Highway Noticing Schemes and associated requirements.
Knowledge & Experience
  • Extensive experience working with Welsh noticing schemes, Street Manager, and EToN systems.
  • High level of knowledge of NRSWA 1991, its Codes of Practice, and Streetworks legislation.
  • Working knowledge of HAUC UK advice notes.
  • Experience collaborating with internal and external partners, including operational teams and Highway Authorities.
  • Ability to engage with HAs/LAs and stakeholders to drive Streetworks improvements.
  • Strong customer relationship skills with the ability to provide clear, accurate guidance.
  • Experience using Network & Asset Management systems (e.g., Street Manager, EToN, or similar platforms).
  • Proven background in Streetworks, utilities, or the wider construction industry.

  • Able to work independently and effectively as part of a wider team.
  • Collaborative, proactive, and solution‑focused approach.
  • Competent IT skills, including proficiency in standard Microsoft Office applications.
  • Strong communication and presentation skills, both written and verbal.
