Position: Housing Program Director

Position Summary

The Housing Program Director provides care, supervision, and program leadership to staff within multiple residential locations. The residences provide structured, supportive living for individuals who may have experienced homelessness or substance use and mental health conditions. The Program Director is the co‑facilitator of a multidisciplinary team that provides care management and resources to the residents in Empowerment housing.

Employment Status

This is a full‑time, regular, exempt management position that occasionally requires work weeks exceeding 40 hours and may involve evening and weekend work on occasion.

Core Approach

The Program Director actively supports and implements a strengths‑based, culturally competent, client‑centered approach to working with participants and staff.

Position Duties Program Management & Compliance
  • Develops and enforces systems ensuring compliance with program requirements.
  • Evaluate program results against state objectives.
  • Assist Housing staff in developing an Empowerment Housing Best Practices Policy that is consistent with HUD
    2012‑5.
  • Uphold and maintain compliance with Fair Housing laws, Housing First guidelines, and Trauma‑Informed practices.
  • Assist Housing staff in developing and implementing a written Housing Quality Standards Plan for Empowerment units.
Reporting & Administration
  • Prepare for and coordinate audits and resolve and monitor findings.
  • Monthly review/consult about participant files and support needs, including verifying Electronic Health Record (EHR) notes have been entered monthly.
  • Manage documentation for all property teams directly related to CHFA, One Home, HUD, and MDHI, and prepare and submit APRs quarterly and semi‑annually.
  • Direct housing staff to collect rent and administer property management services for those properties for which Empowerment provides property management.
Staff Leadership & Supervision
  • Maintain mutually respectful, collaborative relationships with staff, partners, and residents.
  • Provide program oversight and support for Greyhound Peer Specialists.
  • Provide program oversight and support for the Mariposa House Manager.
  • Provide program oversight and support for the Chrysalis housing team (property in development).
Community Engagement & Training
  • Attend Continuum of Care (COC), HMIS, and Denver HOST meetings and training, and train staff on requirements.
Other
  • Perform additional duties as necessary.
Qualifications

Minimum Education & Experience
  • Education: Bachelor's degree in Social Work, Human Services, Public Administration, Non‑Profit Management, or a related field.
  • Experience: Minimum of 3‑5 years of professional experience in housing services, homelessness prevention, or permanent supportive housing.
  • Supervision: Minimum of 2 years of experience in a supervisory or management role, specifically overseeing staff across multiple locations.
  • Knowledge Base: Demonstrated understanding of Housing First models, Harm Reduction strategies, and Trauma‑Informed Care.
Preferred Qualifications
  • Master's degree in Social Work (MSW) or related field.
  • Licensure (LCSW, LPC, or LAC) is highly desired to support clinical oversight.
  • Specific experience with funding and compliance entities such as CHFA, One Home, HUD, and MDHI.
  • Bilingual (English/Spanish).
